Council Chambers 301 West Second Street The meeting was called to order with Mayor Butler presiding. Roll Call: Present: Councilmen Binder, Friedman, Snell, Mayor Butler, Mayor Pro Tern Dryden Absent: Councilman Lebermann CANVASS OF SPECIAL RUN-OFF AND HBOIIL8K MUNICIPAL ELECTION The Council had before it the canvassing of the results of the Special Run-Off Election and the Regular Municipal Election held on April 5, 1975. The following precincts were reviewed: Precinct 138 - It was noted that there was a discrepancy of one ballot. Precinct 139 - Okay. Precinct 140 - Okay. Precinct 234 - Okay. Precinct 240 - Okay. Precinct 321 - Okay. Mayor Pro Tern Dryden moved that the Council adopt a resolution verifying the results of the Special Run-Off Election held on April 5, 1975, and declaring Emma Lou Linn is duly elected and authorized to qualify for the position of Councilwoman for the City of Austin for the unexpired term of Council Place 3 (term expiring May 15, 1975) and verifying the results of the Regular Municipal Election held on April 5, 1975, and declaring that the following are duly elected and authorized to qualify for the poffifctEbmw as indicated for the City of Austin for a two-year term commencing May 15, 1975: :CITY OF AUSTIN. TKXAff April 7, 1975 Mayor - Jeffrey M. Friedman Place No. 2 - Betty Himmelblau Place No. 3 - Emma Lou Linn Place No. 4 - Lowell H. Lebermann, Jr. Place No. 6 - Jimmy Snell The motion, seconded by Councilman Binder, carried by the following vote: Ayes: Mayor Butler, Councilman Binder, Mayor Pro Tern Dryden, Councilmen Friedman, Snell Noes: None Absent: Councilman Lebermann ORDINANCE CALLING RUN-OFF ELECTION In the Regular Municipal Election held on April 5, 1975, Bob Gray and Margret Hofmann were found by the City Council to be the two candidates who received the highest number of votes in said Election for Council Place No. 1; and John Trevino, Jr., and Jay Johnson were found by the City Council to be the two candidates who received the highest number of votes in said Election for Council Place No. 5. Mayor Butler introduced the following ordinance: AN ORDINANCE ORDERING A RUNOFF ELECTION TO BE HELD IN THE CITY OF AUSTIN ON MAY 3, 1975, FOR THE PURPOSE OF ELECTING TWO COUNCILMEN OF THE CITY OF AUSTIN, ONE FOR PLACE 1 AND ONE FOR PLACE 5 FOR A TWO YEAR TERM COMMENCING MAY 15, 1975; PROVIDING FOR POLLING PLACES; PROVIDING FOR THE FORM OF THE BALLOT; PROVIDING FOR HOURS OF ABSENTEE VOTING; PROVIDING FOR A SPECIAL fiANVASSING BOARD; PROVIDING FOR THE USE OF AN ELECTRONIC VOTING SYSTEM; PROVIDING FOR PROPER NOTICE AND SUCH OTHER ASPECTS AS ARE INCIDENT AND RELATED TO THE PURPOSE OF THIS ORDINANCE; SUSPENDING THE RULE REQUIRING THE READING OF AN ORDINANCE ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. Councilman Binder moved that the Council waive the requirement for three readings, declare an emergency and finally pass the ordinance effective immediately. The motion, seconded by Councilman Friedman, carried by the following vote: Ayes: Mayor Butler, Councilman Binder, Mayor Pro Tern Dryden, Councilmen Friedman, Snell Noes: None Absent: Councilman Lebermann The Mayor announced that the ordinance had been finally passed. CITY OP AUSTIN, TKXA1 April 7. 1975 RECOGNITION Mayor Butler took this opportunity to recognize newly elected Councilwoman Betty Himmelblau and congratulated her for winning the Place 2 position on the Council.
