=CITY OF AUSTIN. TEXAf MflY 2* 1975 Recessed meeting May 02, 1975 Mayor Butler called the meeting to order on May 2, 1975, at 12:00 noon noting that all members were present. Councilman Friedman suggested that because of Dr. Seabrook's death, only two items on the agenda should be discussed: (1) the third reading of the ordinance concerning the May 3, 1975, Election and (2) the issue of renaming 19th Street There was discussion concerning whether or not the item of the renaming should be discussed today; and it was brought out that in view of what had happened, there was no way there could be a rational discussion. Motion Councilman Friedman moved that the Council consider the Election ordinance and issue of renaming today. Councilperson Dr. Linn seconded the motion. Substitute Motion Councilman Binder moved that the Council consider the Election ordinance at this time and defer all other Items until Monday, May 5, 1975, except the renaming; and then later discuss whether or not to hear that issue today. Mayor Butler seconded the substitute motion. Ayes: Councilman Lebermann, Mayor Butler, Councilperson Dr. Linn, Councilman Binder, Mayor Pro Tern Dryden, Councilman Friedman Noes: None Abstain: Councilman Snell ORDINANCE CONCERNING RUN-OFF ELECTION Mayor Butler brottgntca^ the following ordinance,for its third reading: AN ORDINANCE APPOINTING ELECTION OFFICIALS TO CONDUCT THE RUNOFF MUNICIPAL ELECTION TO BE HELD MAY 3, 1975; PROVIDING COMPENSATION FOR THE ELECTION OFFICIALS; DESIGNATING THE UTILIZATION OF AN ELECTRONIC VOTING SYSTEM FOR THE CONDUCTION OF SAID ELECTION; DESIGNATING A PRIME AND ALTERNATE CENTRAL COUNTING STATION FOR SAID ELECTION; ESTABLISHING A DATE FOR A PRECOUNT TEST OF THE AUTOMATIC TABULATING EQUIPMENT; PROVIDING NOTICE OF SAME; AHDPPROVIDING FOR SUCH OTHER ASPECTS AS ARE INCIDENT AND RELATED TO THE PURPOSE OF THIS ORDINANCE. The ordinance was read the third time, and Councilman Friedman moved that the ordinance be finally passed. The motion, seconded by Councilman Lebermann, carried by the following vote: Ayes: Mayor Butler, Mayor Pro Tern Dryden, Councilmen Friedman, Lebermann Noes: Councilperson Dr. Linn, Councilmen Binder, Snell The Mayor announced that the ordinance had been finally passed. :CITY OF AUSTIN, TIXA8= Mav ?. 1Q7S ITEM CONCERNING STREET NAME CHANGE Councilman Binder felt that it would seem at the very minimum that It would be a token of respect that the City try to come to some agreement in a rational, adult manner; and he hoped this could be kept on a respectable level. Councilman Lebermann announced that he had been advised that there was supposed to be a meeting either tonight or Monday night between the Austin Black Assembly and the group that was organized to protest the issue. He suggested that no final determinations should be made until the outcome of that meeting. A member of the Austin Black Assembly stated that as far as he knew, there had been no scheduling as to their availability for a meeting tonight. He hoped that as a community they could rationally work out their differences. He found it a farce for everyone to talk about prices when America had spent billions in Viet Nam. Councilman Snell noted that he was not going to vote on this, but he encouraged the Council to hurry and make a decision. In response to Mayor Butler's question concerning the postponement of this until Monday, the Assemblyfs representative noted that Monday was the funeral of Dr. Seabrook and asked that it not be considered on that day. After discussion, Councilman Friedman moved that the Council cancel the May 8, 1975, hearing that had been set on May 1, 1975, to consider 19th Street, Loop 360, and MoPac; set this for consideration at lOjOO a.m. on Tuesday, May 6, 1975; and recessed this meeting until Tuesday to discuss the remainder of the agenda. The motion, seconded by Councilman Binder, carried by the following vote: Ayes: Councilperson Dr. Linn, Councilman Binder, Mayor Pro Tern Dryden, Councilmen Friedman, Lebermann Noes: None Abstain: Councilman Snell NOTICE OF SPECIAL MEETING It was announced that there would be a Special Meeting on Monday, May 5, 1975, at 10:00 a.m. at the Council Chamber to canvass the results of the May 3, 1975, Run-Off Election.
