=CITY OF AUSTIN, TEXAJ MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting September 27, 1976 9iOO A.M. Council Chambers 301 West Second Street The meeting, ,was called to order with Mayor Friedman presiding. Roll Call: Present! Mayor Friedman, Mayor Pro Tern Snell, Councilmembers Himmelblau, Hofmann, Lebermann, Linn, Trevino Absent; None Mayor Friedman announced that this was a Special Called Council Meeting for the purpose of considering passage of an Ordinance adopting the 1976-77 Annual Operating Budget and appropriating funds for the 1976-77 fiscal year. Motion Councilmember Trevino moved that the recommended budget be amended to read as follows: That the appropriations for the Youth and Employment Services, listed under Social Service Agencies, be $32,000. The motion was seconded by Councilmember Hofmann. Councilmember Linn pointed out that the recommended budget includes funding for the Boyfs Club and the City has previously asked them to try and help the little girls in underprivileged neighborhoods; they have informed us that this is impossible, and she felt that some funding should be provided for the little girls in underprivileged neighborhoods. The Camp Fire Girls and the YWCA presented proposals for consideration of the underprivileged, and since the Council has striven to see that Blacks and Chicanos are represented in the budget, eliminating the girls is not a good thing to do. =CITY OF AUSTIN. TEXAff September 27, 1976 Councilmember Himmelblau pointed out that the Girl Scouts have a very excellent program and they did not ask for any money and if necessary, the budget can be amended to do so. Councilmember Linn felt that the Boy Scouts have a fine program, too, and did not ask for money; however, the Camp Fire Girls and the Boy's Club both ask for money and only the Boyfs Club received funding. Mayor Friedman suggested that a condition to the contract with the Boy's Club be that half of the grant go to the girls'* services, and that a requirement of the contract be that the money will not be released until the program is developed. Friendly Amendment to Motion - Not Accepted Councilmember Linn offered a friendly amendment to the motion whereby a half of the grant to the Boy's Club be given to the girls1 services, and that the money will not be released until the program is developed. Councilmember Trevino did not accept the amendment. Mayor Pro Tern Snell noted that the Council had received a report from Mr. Andy Ramirez, Director of Human Resources Department, and expressed concern as to what the position of the Austin Urban League would be in as far as qualifying for the recommended funding. Mayor Friedman noted that under both plans, his and Mayor Friedman's, they Indicated $28,000 for them. Roll Call on Motion Roll Call on Councilmember Trevino's motion, Councilmember Hofraann's second, that the recommended budget be amended to increase the funding level of Youth Employment Services from $21,000 to $32,000 showed the following vote: Ayes: Councilmember Trevino, Mayor Friedman, Mayor Pro Tern Snell, CouncllmemberssHimmelblau, Hofmann, Libermann, Linn Noes: None Councilmember Trevino noted that the ending balance would be reflected per this change. Motion Councilmember Trevino moved that the Council delete the 25$ fee for library reserve and that this matter be referred to the Library Commission for review and comment to be presented to the Council at a later date. The motion, seconded by Councilmember Linn, carried by the following vote: Ayes; Mayor Pro Tern Snell, Councilmembers Himmelblau, Hofmann, Lebennann, Linn, Trevino Noes: Mayor Friedman -C,TY OF AUSTIN. TEXAS September 27, 1976 Motion.- Died Councilmember Linn moved that the Council include no additional money for the pay raise, but that between the $11,000 and $16,000 pay group a 5% acrossthe-board increase; that the $0 to $11,000 pay group receive approximately $45.00 per month; and that the group over $16,000 receive $800.00 per year. The motion died for lack of a second. Motion - Failed Councilmember Linn moved that the Council reduce the truck company's manning from four to three people; and cut the 12 firefighters that are now proposed off the truck company and keep out truck squads operating, as they presently are doing. The motion was seconded by Mayor Pro Tern Snell. Fire Chief Ed Kirkham pointed out fthattthe danger here is that each budget year is entered with all of the pumpers and ladder companies with four people and we are working some with three. If we plan to work from the first of the year with three, we would stand the probability of having to pay about $100,000 per year in overtime to keep them at that level. Theee is the minimum number of people. Roll Call on Motion Roll Call on Councilmember Linn's motion, Mayor Pro Tern Snell!s second, showed the following vote; Ayes: Councilmember Linn, Mayor Pro Tern Snell Noes: Councilmembers Himmelblau, Hofmann, Lebermann, Trevino, Mayor Friedman The Mayooraanounced that the motion had failed to carry. Mayor Friedman noted that this was a personnel decision that should be left in the hands of the Fire Chief. Councilmember Himmelblau agreed with Mayor Friedman's comments and felt this was not a Council decision. Motion Passage of Budget Ordinance - 3rd Reading Mayor Friedman brought up the following ordinance for its third reading: AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1976, AND TERMINATING SEPTEMBER 30, 1977, AND MAKING APPROPRIATIONS FOR EACH DEPARTMENT, PROJECT AND ACCOUNT.
