=CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Meeting October 07, 1977 12:00 Noon Parks and Recreation Building 1500 West Riverside Drive Mayor McClellan opened the special meeting scheduled for 12:30 p.m. at the City Parks and Recreation Department to discuss the projected goals and objectives of the City Council. Roll Call: Present: 1978. Absent: Mayor McClellan, Councilmembers Cooke, Mayor Pro Tem Himmelblau, Councilmembers Mullen, Snell Councilmembers Goodman, Trevino CITY COUNCIL GOALS AND OBJECTIVES Electric Rates The Council decided to revise the electric rate structure by January of City Manager Dan Davidson stated that it would be best to implement the plan in Spring of 1978. Government The Council agreed to review the Charter Revision Commission's report within the next six months. Mayor McClellan felt that Spring would be the best time to bring forth Charter Revision and recommended combining a Charter Election with the School Board Election on April 1, 1978. The Council requested that a report be delivered within 60 days from October 6, 1977, on the City employees retirement age policy. The Council decided that a quarterly reporting system should be implemented on all Capital Improvement Program projects to include cash flow and construction status. 9 October 7, 1977 =CITY OF AUSTIN, TEXAS: Transportation Mr. Davidson stated that there was a need to bring before the Council a report from the Study Committee that led to the adoption of the Airport Master Plan by the Council and that the consultant needed to be present to explain the basis for the recommendations. Mayor McClellan felt that the Council should stick to the December, 1977, date for review and completion of the Airport Master Plan. In response to Mayor Pro Tem Himmelblau, Mr. Davidson indicated that he would report back to the Council within 30 to 45 days on the prospect of splitting the Urban Transportation Department. Mr. Davidson also felt that if the crosstown expressway on Enfield and 15th Streets was not going to be built, that the facility should be taken out of the Master Plan by the City Council. Public Services (Crime) In regard to the 5% reduction in crime in Austin over the next two years, Mr. Davidson recommended changing the 5% to "substantial reduction." He stated that his office would design a reporting mechanism to let the Council know what is happening on a periodic basis. After this report is submitted, the Council could then measure the results. Councilmember Mullen recommended including a section stipulating that the response time for police calls should be 5 minutes or less on 90% of all emergency calls. Planning Councilmember Mullen recommended re-wording the first sentence of this section to read: "To review and/or revise those ordinances recommended to the City Master Plan beginning October, 1977, to be completed by October, 1978." A section was also included which provided for review of the septic tank and package treatment plant ordinance. The Council also decided to prepare a Central Business District Plan by June of 1978. Councilmember Mullen recommended inclusion of a section which provided that Waller Creek, Congress Avenue, Sixth Street and Shoal Creek should be developed with funding sources identified. The Council also decided to review and adopt the Lake Austin Master Plan by February, 1978. In regard to a long-range comprehensive annexation plan, the Council directed that a report be submitted to the Council in March of 1978 with adoption in May of 1978. The Council decided that priority schedules for improvements based on need and fiscal capability should be recommended to the Council by June of 1978 and included in the C.I.P. Intergovernmental Relations The Council decided to establish cooperative ventures and regularly scheduled meetings with all local political subdivisions during the next two years. The County Commissioners Court and Austin Independent School District were cited as examples. The Council also decided that the City and the University of Texas should develop cooperative ventures to include parks and transportation planning and special activity centers. It was decided that the City and Bergstrom Air Force Base officials should meet periodically to discuss mutual concerns and cooperative planning needs, beginning November, 1977. CITY OF AUSTIN, TEXAS Human Services October 7, 1977 The Council deleted from the goals and objectives outline the provision for emergency psychiatric care at Brackenridge Hospital and determined that such services should be provided by Travis County Commissioners Court and Mental Health/Mental Retardation. In conclusion, Mr. Davidson stated that he felt a Master Calendar should be designed for implementation of the goals and objectives and indicated that his office would do that immediately. He also felt that quarterly reports were in order. Mayor Pro Tem Himmelblau moved that the Council adopt the proposed City Council Goals and Objectives, 1977-1979 as attached. (Attachment follows).
