-CITY OF AUSTIN, TEXAS= MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Called Council Meeting September 27, 1978 3:00 P.M. Council Chambers 301 West Second Street The Meeting was called to order with Mayor McClellan presiding. Roll Call: Present: Mayor McClellan, Mayor Pro Tern Cooke, Councilmembers Hlmmelblau, Mullen, Snell, Trevino Absent: Councllmember Goodman Mayor McClellan opened the Special Called Council Mefcilpjerfcheduled for 3sQOJPvW.by Indicating that the Council had before 1t a resolution to pass the tax roll and an Ordinance on the tax rate. She stated that the tax roll as certified by the Board of Equalization totals $3,476,331.320. The tax base as estimated for budget purposes was $3,453,000,000. Mayor McClellan stated 1t appears that the tax roll will be adequate to support the Annual Operating Budget adopted on September 25th. Motion - Tax Roll Councllmember Hlmmelblau moved that the Council approve the resolution approving the tax roll. The motion was seconded by Councllmember Mullen. Councllmember Hlmmelblau thanked Mr. Jack KHtgaard, Tax AssessorCollector, and the Board of Equalization for the work they did on the tax rate. Mayor McClellan reiterated this sentiment 1n behalf of the entire Council. Roll Call On Motion Councllmember Himmelblau moved that the Council adopt a resolution approving the tax roll for FY 78-79. The motion, seconded by Councilmember Mullen, carried by the following vote: Ayes: Mayor McClellan, Mayor Pro Tern Cooke, Councilmembers Himmelblau, Mullen, Snell, Trevino Noes; None Absent: Councilmember Goodman :CITY OP AUSTIN, TEXAS September 27, 1978 In regard to the tax rate for FY 78-79, Mayor McClellan pointed out that debt service will be $.28, operating will be $.68, and this will give a total of $,96/per $100 valuation. Motion - Tax Rate Mayor Model!an introduced the following ordinance: AN ORDINANCE FIXING AND LEVYING MUNICIPAL AND AD VALOREM TAXES FOR THE CITY OF AUSTIN, TEXAS, FOR THE YEAR 1978; AND FOR EACH YEAR THEREAFTER^UNTIL.OTBHRWISE PROVIDED; DIRECTING THE ASSESSMENT AND COLLECTION THEREOF; VALIDATING ALL PRIOR AD VALOREM TAX LEVIES; AND DECLARING AN EMERGENCY. Mayor Pro Tern Cooke moved that the Council waive the requirement for three readings, declare an emergency and finally pass the ordinance. Themotion, seconded by CounciImember Mullen, carried by the following vote: Ayes: Mayor Pro Tern Cooke, CounciImembers Himmelblau, Mullen, Snell, Trevino, Mayor McClellan Noes: None Absent: CounciImember Goodman CounciImember Himmelblau indicated that she wanted two different colors of ink used on the tax forms designating the taxes paid to the City of Austin and those paid to A.I.S.D. Mr. Klltgaard stated that it would be difficult to get the computers to print in different colored ink, but that the forms would designate which taxes are paid to who. Mr. Klitgaard also thanked the Council and the City Manager for the help they have given in demising the tax rate and appointing a fine Board of Equalization. Mayor McClellan indicated that she wanted to hold a Council work session on policies concerning the budget and the C.I.P. The Mayor indicated that she wanted a consensus from the Council as to when this worK session should be held. Mayor Pro Tern Cooke and CounciImembers Himmelblau and Mullen indicated that they wanted to hold the work session as soon as possible, possibly within the next two weeks. In response to comments made by Mayor Pro Tern Cooke, City Manager Dan Davidson stated that holding the work session in November would 1n no way Impair their ability to follow whatever policies the Council adopts. He stated that he would like to be Involved 1n the work session, and asked if the Council could schedule the work session either before or after October 13-27. The Council tentatively decided upon Tuesday, October 10th at 4:30, or Wednesday October llth at 4:30 to hold the work session. SC,TY OF AUSTIN. EXECUTIVE SESSION Mayor McClellan then announced that the Council would convene in a closed or executive session authorized by Section 2, Paragraphs (e), (f) and (g) of Article 6252-17, Texas Revised Civil Statutes annotated; and after such closed or executive session, any final action, decision or Vote with regard to any matter considered 1n the closed or executive session will be made in open session, should such action, decision or vote be necessary.
