=CITY OF AUSTIN. TEXA MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Called Council Meeting June 27, 1979 9:00 A.M. Mayor's Office 124 West Eighth Street The meeting was called to order with Councilmember Himmelblau presiding Roll Call: Present: Councilmembers Himmelblau, Mullen, Goodman, Snell Absent: Mayor McClellan, Mayor Pro Tern Cooke, Councilmember Trevino Councilmember Himmelblau stated that this was a Called Special Meeting for the purpose of considering a request for a parade permit from the Independent Truckers Association, represented by Mr. Bill Hoadley, to be held on Wednesday, June 27, 1979. Councilmember Goodman raised a question with regard to the cost of the parade to Austin taxpayers and wondered if the State should pay for the City's expenses when there was a statewide parade held in Austin. Councilmember Mullen felt the State should pick up the tab. Chief Dyson said that 20 motorcycles and some patrol cars would be required for the parade. There would be no barricades. The route would be northbound on IH 35, exit at 6th Street exit, north on East Frontage Road to llth Street, west on llth Street to Guadalupe Street,south on Guadalupe Street to West 1st Street, east on 1st Street to IH 35, south on IH 35. He did not know how the trucks from Dallas would leave. Five units would visit with Governor Clements and the others would not stop. The parade would last from 10:00 a.m. to 12:00 noon. Councilmember Snell asked if the parade were denied would it still take place. Chief Dyson stated that it would, with a blocking of traffic. :C.TY OF AUST.N. There was discussion as to the need for a new City policy in regard to parades held in Austin which had statewide implications. Councilmember Himmelblau felt maybe there should be two classes of permits. Motion Councilmember Snell moved that the Council approve the request for a Parade Permit from Mr. Bill Hoadley for the Independent Truckers' Association from 10:00 a.m. to 12:00 noon, Wednesday, June 27, 1979, beginning from northbound on IH 35, exit at 6th Street exit, north on East Frontage Road to llth Street, west on llth Street to Guadalupe Street to West 1st Street, east on 1st Street to IH 35, south on IH 35. Friendly Amendment - Accepted In seconding the motion Councilmember Goodman made a friendly amendment to instruct the City Manager to send the Governor a letter today on esti- mated costs for the parade and repair to streets. Councilmember Snell accepted the friendly amendment. Roll Call on Friendly Amendment Roll call on friendly amendment showed the following vote: Ayes: Councilmembers Himmelblau, Mullen, Goodman, Snell Noes: None Absent: Mayor McClellan, Mayor Pro Tern Cooke, Councilmember Trevino Councilmember Mullen asked the City Manager to also inform the State Legislature.
