February 25, 1980 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Called Council Meeting February 25, 1980 10:00 Α.Μ. Council Chambers 301 West Second Street Mayor McClellan called the meeting to order and noted that Mayor Pro Tem Mullen and Councilman Cooke were absent. Roll Call: Present: Mayor McClellan, Councilmembers Himmelblau, Snell, Trevino, Goodman Absent: Mayor Pro Tem Mullen, Councilmember Cooke Mayor McClellan stated that this was a Special Called Meeting for the purpose of canvassing the returns of the February 23, 1980 bond election. The following precincts were then reviewed: Councilman Goodman Mayor McClellan Councilwoman Himmelblau Councilman Snell Councilwoman Himmelblau Councilman Goodman Councilwoman Himmelblau Precinct 254 - Okay Precinct 255 Okay Precinct 256 - Okay Absentee Okay Precinct 421 - Okay Precinct 257 It was noted there was a discrepancy of one ballot. Precinct 422 - Okay Precinct 322 - Okay Precinct 323 - Okay Precinct 324 Okay Precinct 325 - Okay Precinct 423 It was noted there was a discrepancy of one ballot. _ CITY OF AUSTIN, TEXAS- February 25, 1980 Mr. Jimmy Barho, Presiding Judge, Central Counting Station, stated that his records showed 137 counted and 137 tabulated. Mayor McClellan Precinct 145 It was noted that the Election Judge did not fill in the totals. GUESTS FROM MASERU, LESOTHO INTRODUCED At that point in the meeting, Mayor McClellan called upon Mrs. Bertha Means, who had been working with the Sister City Program, to introduce the guests from Maseru, Lesotho, Austin's Sister City in Southern Africa. Mrs. Means introduced Dr. Edith M. Thahane, wife of His Excellency T. T. Thahane and three representatives of the Lesotho National Development Corporation who were in Austin to continue promoting the Sister City Program and to explore the possibilities of getting Austin and other Texas businessmen to invest in Lesotho. She then thanked the Austin Chamber of Commerce, particularly Vic Mathias, who had worked with Mr. Ed Hill, Vice President, Austin Maseru Sister City Committee. Mrs. Means next introduced His Excellency T. T. Thahane, Ambassador from the kingdom of Lesotho. Ambassador Thahane spoke briefly before the Council and stressed the need for better understanding and appreciation of different populations. He hoped that through the Sister Cities Program that the people of Austin and Maseru could get to know each other better and build a firmer basis for appreciating each other. Mayor McClellan extended a special welcome to the visitors and stated that Austin was honored to have such guests. Councilman Snell stated that he looked forward to making a trip to Lesotho. Mr. Barho indi- cated that the Judge had made a hand- written error. There also was a dis- crepancy of one vote between the Poll List and the tally.
