Electric Building Auditorium 301 West Avenue Roll Call: The meeting was called to order with Mayor McClellan presiding. Present: Mayor McClellan, Councilmembers Cooke, Goodman, Himmelblau, Mullen, Snell, Mayor Pro Tem Trevino Absent: None Mayor McClellan opened the meeting scheduled for 5:30 p.m., stating this was a Special Called Meeting of the City Council for the purpose of publicly announcing that it will convene in a closed or execиtive session authorized by Section 2, Paragraphs (e), (f) and (g) of Article 6252-17, Texas Revised Civil Statutes Annotated; and after such closed or executive session any final action, decision or vote with regard to any matter considered in the closed or executive session would be made in open session, should such action, decision or vote be necessary. PUBLIC HEARING CONTINUED AUSTIN ROADWAY PLAN Mayor McClellan noted that this is a continuation of a public hearing begun on January 17, 1980 on the Austin Metropolitan Roadway Plan. She noted the presence of so many citizens in the _ CITY OF AUSTIN. TEXAS February 27, 1980 • • Council Chamber and said she is pleased they are present. Bill Moore, chairman of the Citizens Urban Transportation Commission, appeared to state that adoption of the Austin Metropolitan Roadway Plan as proposed does not imply that all the features will be built, but if they are that is where they will be. He said the Plan is a planning tool and a guideline. So far, no costs have been worked out. He cited three areas which were discussed the most at the last public hearing and what has been done about them in the interim: -- 1. Steck Avenue Urban Transportation Department and the Parks and Recreation Department have worked out a design for Steck Avenue so that it will end in a road through Steck Valley Park. This will keep Steck as a neighborhood collector street. 2. Allendale-Koenig-RR 2222 sentiment prevalent is to re- duce it from six to four lanes to the western end of Airport Boulevard. 3. Arterial #37 South of Loop 360 ask Council to proceed with the Roadway Plan because of Barton Creek...environmental issues should be worked out. Mr. Moore went on to say the Commission asks Council to move forward with the adoption of the Roadway Plan because they are Presently stuck with the 1969 plan until a new one is developed. There are many other projects waiting to be completed but cannot be started until the Roadway Plan is adopted. Sally Witliff, vice chairman of the Citizens Urban Transportation Commission, addressed Council and discussed a letter of transmittal concerning creative verbage. (CLERK DID NOT RECEIVE A COPY.) Ron Allen, President, Balcones Civic Association, appeared and passed out a letter to Council to become part of the public record. (CLERK DID NOT RECEIVE A COPY.) Mr. Allen stated they concur with Mr. Moore regarding Steck Avenue ... they do not want it extended to Loop 360. He said they feel the widening and completion of Spicewood Springs Road should be done first, before the opening of a park road through Steck Valley. He asked that the neighborhood be involved in the planning. Mayor McClellan stated the work which has been done by the Association is appreciated. She pointed out, however, that this Council cannot make promises for future Councils. Roger Baker, member of Austinites for Public Transportation, said an estimate of the cost of the Roadway Plan should be made. The impact is contrary to the goals of the Austin Tomorrow Plan. He pointed out why he does not think the Roadway Plan will work, and the conflicts with the Urban Transportation Plan. February 27, 1980 _ CITY OF AUSTIN, TEXAS Bill Gunn spoke about arterial 7 and showed on the map the damage which would be done if it is completed. The Mayor introduced Allen Clark, special assistant to Governor Clements, who was in the audience. Mrs. Kromak, resident of Hyde Park, opposes the widening of 38th Street and offered to work with the city to develop alternatives. She sees some changes that can be made. C. W. Schulz, Lost Creek Neighborhood Association, said they do not want Lost Creek Boulevard as a major arterial highway; it would deter the environment, safety and engineering of the area. He said they will help with the planning of streets. Mrs. Sandy Hansen, Lost Creek Neighborhood Association, said the traffic on Lost Creek Boulevard is already too much and wants an alternative route developed. Linden Henry, executive director of Austinites for Public Transportation, is opposed to the roadway plan. Because of the energy crisis, emphasis should be on the public transportation system. Dave McBride appeared before Council to speak against more roads. The growth of the city depends on more use of petroleum, which we do not have. Al McMurty, Allendale Neighborhood Steering Committee, proposed 4 lanes each 11' wide for Allendale Road. He feels too much east-west traffic would develop if it is widened. He asked that it be maintained as a minor arterial road. David Bloch, Zilker Park Posse, appeared in opposition to arterial 7. He prefers north-south growth. He said if there are more roads there will be more traffic. Marvin Morgenroth, church lay leader for St. John's United Methodist Church, spoke against the widening of Allendale Road and presented a resolution to that effect. A woman who represented Austinites for Mass Transportation said the public should be allowed to choose between more roads or better mass transportation. David Boden, Allendale Neighborhood Association, asked that the right-of-way be kept as it is now so homes will not be displaced on Allendale Road. Jerry Hill, South River City Neighborhood Association, passed out a letter to Council which Mary Lea read. (COPY ON FILE IN CLERK'S OFFICE.) Tommy Needham said he cannot support the roadway plan and that Austin needs to be weaned from the automobile. February 27, 1980 - CITY OF AUSTIN, TEXAS- A man who did not identify himself told Council to preserve north-south growth and a mass transit fund is needed. Dorothy Richter asked for public transportation more convenient to Zilker Park on the weekends. Mayor McClellan thought that this was a good idea and asked Mr. Ehrler and Mr. Ternus to work on this. William Hurst, Transportation Committee of Austin Regional Sierra Club, said all the roadways are contrary to the Master Plan, as proposed. Tom Lainey, appeared to concur with the statements about Lost Creek. He asked Council to study Houston's growth to try to avoid the same in Austin. Brian Dudley, south Austin resident, thought there should be a further view to see what changes should be made in the future such as commuter rail service and transit lanes. vided for. Karen McGraw feels that widening of roads will get us into a vicious circle and we need to look at alternatives to the automobile. Estelle Lainey, Lost Creek, supported earlier remarks about her area. Wanda Keeler, Mountain Ridge Drive, wants Steck and Spicewood extended so it will not hurt her street. Motion Councilmember Goodman moved that the Council close the public hearing and vote on the Austin Roadway Plan on March 20, 1980 or later; no specified deadline.
