=CITY OF AUSTIN, TEXAS • MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Called Council Meeting June 23, 1980 4:00 Ρ.Μ. Council Chambers 301 West Second Street The meeting was called to order with Mayor McClellan presiding. Roll Call: Present: Mayor McClellan, Councilmembers Cooke, Goodman, Himmelblau, Mullen, Snell, Trevino Absent: None Mayor McClellan opened the meeting stating that this was a Special Called Meeting of the City Council for the purpose of publicly announcing that during the meeting the Council will convene in a closed or Executive Session authorized by Section 2, Paragraphs (e), (f), and (g) of Article 6252-17, Texas Revised Civil Statutes Annotated and after such closed or executive session, any final action, decision or vote with regard to any matter considered in the closed or executive session will be made in open session, should such action, decision or vote be necessary. The Mayor announced the Council would now go into executive session. OPEN SESSION The Mayor reconvened the Council in open session. CITY OF AUSTIN, TEXAS June 23, 1980 HISTORIC LANDMARK COMMISSION Councilmember Goodman moved that the Council appoint the following to the Historic Landmark Commission with terms to expire June 1, 1982: Bill O'Connell Martha Hartzog Sam Houston Clinton, Jr. Dr. Betty Phillips Suzanne Saulniers Ada Simond The motion, seconded by Councilmember Snell, carried by the following vote: Ayes: Councilmembers Mullen, Snell, Trevino, Mayor McClellan, Councilmembers Cooke, Goodman, Himmelblau Noes: None MANPOWER ADVISORY PLANNING COUNCIL Councilmember Himmelblau moved that the Council appoint Vivian Miller to the Manpower Advisory Planning Council, term to expire September 30, 1980. The motion, seconded by Councilmember Goodman, carried by the following vote: Ayes: Councilmembers Snell, Trevino, Mayor McClellan, Councilmembers Cooke, Goodman, Himmelblau, Mullen Noes: None PARKS AND RECREATION BOARD Councilmember Goodman moved that the Council reappoint the following to the Parks and Recreation Board, terms to expire June 1, 1982. Danny Reed William Nalle Joe Ramos Mary Arnold Barrett Garrison Ruth Isely The motion, seconded by Councilmember Himmelblau, carried by the following vote: Ayes: Councilmember Trevino, Mayor McClellan, Councilmembers Cooke, Goodman, Himmelblau, Mullen, Snell Noes: None PLANNING COMMISSION The Council, by a show of hands, decided to divide the questions on appointing the Planning Commission. (Vote: 6-1: Councilmember Cooke voting "No".) CITY OF AUSTIN, TEXAS: June 23, 1980 Mayor McClellan stated that she had talked by telephone with Leo Danze that morning and he said even though he had reapplied to serve on the Planning Commission, he was withdrawing his application for personal reasons. Mr. Danze had been appointed from the northeast section of the City and since there were no other applications from the northeast, the Mayor requested that the Council delay appointments to the Planning Commission for one week to allow persons from that section of the city to make application, as this would be in compliance with Council policy and ordinance requirements to have representation from all geographic sections of the city. She stated she would abstain on Planning Commission appointments made today. Councilmember Himmelblau agreed and said she would abstain on any new appointments but would vote on reappointments. Councilmember Mullen felt these appointments had been postponed for two weeks already and they should proceed. Motion Councilmember Trevino moved that the Council appoint Gary Bradley to the Planning Commission, term to expire June 1, 1982: The motion, seconded by Councilmember Goodman, carried by the following vote: Ayes: Councilmembers Goodman, Mullen, Snell, Trevino Noes: None Abstain: Mayor McClellan, Councilmembers Cooke, Himmelblau Motion Councilmember Snell moved that the Council reappoint Dr. Freddie Dixon to the Planning Commission, term to expire June 1, 1982: The motion, seconded by Councilmember Goodman, carried by the following vote: Ayes: Councilmembers Cooke, Goodman, Himmelblau, Mullen, Snell, Trevino Noes: None Abstain: Mayor McClellan Motion FAILED Councilmember Goodman nominated Betty Brown to the Planning Commission. The nomination, seconded by Councilmember Snell, failed to carry by the following vote: Ayes: Councilmembers Goodman, Snell, Trevino Noes: Councilmember Mullen Abstain: Mayor McClellan, Councilmembers Himmelblau, Cooke • =CITY OF AUSTIN, TEXAS June 23, 1980 Motion Councilmember Himmelblau moved that the Council reappoint Sally Shipman to the Planning Commission, term to expire June 1, 1982. The motion, seconded by Councilmember Trevino, carried by the following vote: Ayes: Councilmembers Himmelblau, Mullen, Snell, Trevino, Cooke, Goodman Noes: None Abstain: Mayor McClellan Motion Not In Order Councilmember Trevino again nominated Betty Brown. The nomination was seconded by Councilmember Goodman. It was determined that the nomination was not in order, since reconsideration must be moved by a member who voted with the prevailing side. Motion Failed - Councilmember Mullen nominated David Bodenman to the Planning Commission. The nomination was seconded by Councilmember Himmelblau and failed to carry by the following vote. Ayes: Councilmembers Himmelblau, Mullen Noes: Councilmember Snell Abstain: Mayor McClellan, Councilmembers Cooke, Goodman, Trevino Motion-DIED FOR LACK OF SECOND Councilmember Mullen nominated Dr. Exalton Delco. The nomination died for lack of a second. Motion FAILED Councilmember Mullen nominated Robert Barnstone to the Planning Commission. The nomination was seconded by Councilmember Cooke. Roll Call showed the following vote: Ayes: Councilmembers Cooke, Mullen Noes: None Abstain: Mayor McClellan, Councilmembers Himmelblau, Snell, Trevino Not in Council Chamber when roll was called: Councilmember Goodman CITY OF AUSTIN, TEXAS: June 23, 1980 Motion DIED FOR LACK OF SECOND - Councilmember Mullen nominated Jerald Winetroub. The nomination died for lack of a second. After voting on nominations for Commission on the Status of Women, the Council, on Councilmember Goodman's motion, Councilmember Trevino's second, by consent voted to reconsider the nomination of David Bodenman. Motion Councilmember Goodman moved that the Council appoint David Bodenman to the Planning Commission, term expiring June 1, 1982.
