=CITY OF AUSTIN, TEXAS= MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Called Council Meeting November 24, 1980 7:00 P.M. Council Chambers 301 West Second Street The meeting was called to order with Mayor McClellan presiding. Roll Call: Present: Mayor McClell an, Councilmembers Himmelblau, Snell, Mayor Pro Tern Trevino Absent: Councilmembers Cooke, Goodman, Mullen PARADE PERMIT Mayor Pro Tern Trevino moved that the Council approve the request for a Parade Permit from Mr. Red Garcia, for Leisure Brothers, from 2:20 p.m. to 3:30 p.m., Sunday, November 30, 1980, beginning from Festival Beach to Waller, north to Holly, east to Canadian, to East 2nd, west to East 1st at I.H. 35, west to Red River, north to East 2nd, west to Congress Avenue, north on Congress to Capital, circle around Capital, south on Congress to 4th Street. The motion, seconded by Councilmember Snell, carried by the following vote: Ayes: Mayor McClellan, Councilmembers Himmelblau, Snell, Mayor Pro Tern Trevino Noes: None Absent: Councilmembers Cooke, Goodman, Mullen =C1TY OF AUSTIN. TEXAS QflO RAINEY STREET TASK FORCE PROPOSED Mayor Pro Tern Trevino stated he and Councilmember Cooke have discussed that although a moratorium was set up there was no direction from Council about what was to be done...just the extension. He said that they are concerned that on December 11, 1980 they will end up with the same impasse therefore, they are recommending that Council discuss for consideration forming a task force to address the Rainey Street situation. This task force should consist of the following: two representatives of the Rainey Street Neighborhood Association; two representatives of the Waller Creek Neighborhood Association; two representatives of EACEDC; two area property owners (not to include any member of the above groups); one representative from the Planning Department or Planning Commission to serve in an "exofficio or full voting" capacity. Mayor Pro Tern Trevino continued by saying the task force should discuss and make recommendations regarding the following in the Rainey Street area; land use; traffic flow; neighborhood safeguards (model rent control district, anti-speculation ordinance, historical conservation district, greenbelts, buffers, etc.) He felt a preliminary set of recommendations should be presented to Council on December 4, 1980 for review but no action. Mayor McClellan said, "I respectfully disagree. My understanding was (I did not vote for the moratorium extension) to allow to study further the proposals put before us, particularly for more time for the one that was submitted by the neighborhood association. I think Council needs to study carefully all those proposals. I think we had staff put a tremendous amount of time in gathering data and at this point it is a matter of some decision making. So I disagree about the necessity of a task force." Mayor Pro Tern Trevino said the data was gathered several weeks ago. "Unfortunately, while we have data gathered together by our own department and a report submitted by EACEDC, the fact remains there has been very little communication by those proponents of Alternative 2 and Alternative 4. We are just hoping that perhaps in the creation of the task force it will insure that these two groups are able to get together and discuss not only land use and traffic patterns but the various safeguards which have been discussed in the past. If there is no direction from Council...we have given direction to other task forces such as Barton Creek. Rainey Street might not, in some people's mind, raise the same magnitude that Barton Creek. I think it is important to honor all the people concerned whether they are property owners, neighborhood group association, etc." Mayor McClellan told him that in the other instances the task forces have been created to gather all the data and do all the work. She feels it is an important area but they are at the decision making point. Mayor Pro Tern Trevino said perhaps Council should have appointed a task force when they started discussion several months ago. He said he has been trying to find some method or mechanism to get the two groups together. =CITY OF AUSTIN. TEXAS Councilmember Himmelblau said she had needed more time because she had not read Proposal 4 and feels capable of amending 2 if she sees anything in 4 she feels is better than 2 and putting them together. Mayor Pro Tern Trevino said it is not a question of whether Council is capable because they always are. He thinks the people more directly effected should be able to come up with a compromise. Council took no action. EXECUTIVE SESSION Mayor McClellan announced that Council will convene in a closed or executive session authorized by Section 2, Paragraphs (e) and (f) of Article 6252-17, Texas Revised Civil Statutes annotated; and after such closed or executive session any final action, decision or vote with regard to any matter considered in the closed or executive session will be made in open session, should such action, decision or vote be necessary.
