Council Chambers 301 West Second Street B The meeting was called to order with Mayor McClellan presiding. Roll Call: Present: Mayor McClellan, Councilmembers Cooke, Goodman, Himmelblau, Mullen, Mayor Pro Tem Trevino Absent: None Mayor McClellan opened the meeting scheduled for 10:00 Α.Μ., stating that this was a Special Called Meeting for the purpose of canvassing the results of the General Municipal Election held April 4, 1981. Mayor McClellan thanked all those who had helped to make the election run smoothly. ) April 6, 1981 _ CITY OF AUSTIN, TEXAS The following precincts were then reviewed: Council member Cooke Councilmember Himmelblau Precinct 342 - Okay Precincts 335 and 334 Okay Precinct 328 discrepancy. 797 count on print out 795 count on poll list Precinct 329 discrepancy. 974 count on print out 968 count on poll list Election Judge Jimmy Barho stated City Clerk Grace Monroe verified totals to be 795. Two ballots were invalidated. This was for Precinct 328. For 329 the poll list showed 968. Ballots were put through the computer twice. Three were thrown out and three people had not signed. ) Councilmember Mullen Precinct 331 discrepancy Mr. Barho stated there are 869 votes in the print-out as opposed to 867 on the signature sheet. They have been counted twice and have no explanation. Councilmember Cooke Precinct 342 discrepancy 1135 on print out 1136 on poll list Precinct 341 discrepancy 2228 on print out 2238 on poll list Mr. Barho explained the computer tabulation count for 342 was 1135, their poll list shows 1136. Their transmittal sheet showed 1137 on their summary. 1137 was correct because two ballots were thrown out and voided by their own record, so 1135 is correct. Poll list for 341 was 2235. They showed that with 0 ballots thrown out, but it was really 2238 with three names missing on page 14 of the poll list. What happened, when they tallied 50 to a page they forgot to omit minus 3 on page 14. The only explanation we can give on the rest of the difference is that the cards just were not in the ballot box. We ran the box twice. There is a difference of seven. Councilmember Cooke said he feels that 341 is too large and should be divided. C Councilmember Goodman -CITY OF AUSTIN, TEXAS April 6, 1981 Precinct 345 discrepancy 802 on print out 803 on poll list Mr. Barho stated 803 is correct. One ballot was thrown out. On transmittal sheet they did not so state. Councilmember Goodman Precinct 344 - Okay Precinct 327 906 on print out 912 on poll list Mr. Barho stated there were 6 votes thrown out by their own record per transmittal sheet but not changed on total. Councilmember Goodman Precinct 325 no number on transmittal sheet Mr. Barho said there were several things wrong with the box. As far as data transmission all was fine, but they left stubs in the box, computer count was 940, precinct count according to transmittal sheet was 936. Councilmember Goodman Precinct 322 - Okay Precinct 320 - one vote difference Mr. Barho stated on 320, page 27 of the poll list was missing and precinct judge had to bring it down to City Hall. Poll list showed 1366, transmittal sheet 1369 and computer, run twice, was 1368. Councilmember Mullen asked about Precinct 332 Mr. Barho said computer count 1212, precinct count was 1206 with O thrown out but there was an error in their summary. They had five write-in votes, plus one additional card on page 1b, line 33 there were two names for a total of 1212. There were five writeins and when they totaled their summary they did not add them in. Also, one card did not show up. : Councilmember Cooke ☑ CITY OF AUSTIN, TEXAS April 6, 1981 Precinct 337 - Okay Precinct 336 344 poll list 343 print out Mr. Barho said there was no total on transmittal sheet submitted. The box was run twice for 343. Councilmember Himmelblau Precinct 421 - Okay Councilmember Cooke again discussed Precinct 341. He said he is concerned about it. It is a large box with a lot of people voting and the room for error is there but he is disturbed about an error of 7. He can't recall ever before being off that much when reviewing boxes. Mr. Barho told Council that 52% of the precincts were run twice, even for one vote. Precinct 341 had the most discrepancy. Councilmember Cooke said it is a very big box and he does not know how their organization is but in the run-off "we need to see if we can assist that judge and that box to prevent a reoccurance." Mr. Barho said there was one other box with a large error, but all in all the discrepancies were one vote between the transmittal sheet and the print out. "The biggest problem appears to be with the precinct in being able to fill out the transmittal summary sheet. It evidently is confusing for them to tally and reconcile back to actual card count because there are several things they have to allow for..the write-in votes, the invalidated ballots, and the different conditions that come up." Mr. Jerry Harris, City Attorney, said the run off will be much simpler. There will be no write-in's and County will not be holding an election on the same day. Mr. Barho said this has been the most difficult election he has worked in as far as the tallying is concerned. Mrs.Grace Monroe, City Clerk, stated the complaint in her office over and over was the combining of the two elections. It was difficult for the judges to divide the two elections....holding two elections with only one set of judges. Councilmember Mullen Mayor Pro Tem Trevino Precincts 333 and 334 Okay Precincts 346, 326 and 324 - Okay Precinct 321 and 323 have a discrepancy of one vote Precinct 321 694 on print out 695 on poll list Precinct 323 828 on print out 829 on tally April 6, 1981 _ CITY OF AUSTIN, TEXAS Mr. Barho explained that some lines were blank on the signature sheets, but had been counted in as 50 names to a page.
