3 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Emergency Meeting June 29, 1981 12:00 NOON First Floor Conference Room Municipal Building 124 West Eighth Street Roll Call: The meeting was called to order with Mayor McClellan presiding. Present: Mayor McClellan, Mayor Pro Tem Trevino, Councilmembers Deuser, Duncan, Goodman, Urdy Absent: Councilmember Mullen Mayor McClellan announced the purpose of today's meeting to discuss economic development contracts and consider the following resolutions: 1. Consider authorizing the funding of the National Business League from 6th Year CDBG funds through September 30, 1981, and execution of a new contract. 2. Consider authorizing the funding of the Austin Minority Economic Development Corporation from 6th Year CDBG funds through September 30, 1981 and execution of new contract. _CITY OF AUSTIN, TEXAB June 29, 1981 Councilmember Duncan apologized for making an error in the Agenda. It was his intention to have placed on it consideration of extension of 5th year funds for EACEDC and it was not added in time. He re- quested that the item be added to tomorrow's agenda for 3:45 p.m. consideration. Mr. Carlos Herrera, Director of Human Services, stated, "Subsequent to the meeting that was held in San Antonio we forwarded to HUD the information that was required to indicate to HUD that the two EDC's, NBL and AMECDC had been heard through the citizen review process and had been deliberated at the City Council and the Minutes reflected this. HUD has indicated to us verbally that as a result of that proof they will not be impeded. They indicated to us that the City Council could be advised that you do not have a restriction in entering into a 6th year contract. They did caution us and advise us on some other concerns they had in terms of budget levels and some of the staff positions that one of the agencies has. HUD indicated they may have a question on the level of where they may draw the line in terms of directing the city to do something or recommending would be very fine. At this point we do not know until we receive an official communication." Motion Councilmember Duncan moved that the Council adopt a resolution authorizing funding of the National Business League from 6th Year CDBG funds through September 30, 1981, and execution of a new contract. The motion, seconded by Councilmember Goodman, carried by the following vote: Ayes: Mayor McClellan, Mayor Pro Tem Trevino, Councilmembers Noes: Deuser, Duncan, Goodman, Urdy None Absent: Councilmember Mullen June 29, 1981 CITY OF AUSTIN, TEXAS Councilmember Duncan moved that the Council adopt a resolution authorizing funding of the Austin Minority Economic Development Corporation from 6th Year CDBG funds through September 30, 1981.
