- CITY OF AUSTIN, TEXAS- MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Special Called Council Meeting July 27, 1981 5:00 Ρ.Μ. Council Chambers 301 West Second Street The meeting was called to order with Mayor McClellan presiding. Roll Call: Present: Mayor McClellan, Mayor Pro Tem Trevino, Councilmembers Deuser, Duncan, Urdy, Mullen, Goodman Absent: None Mayor McClellan announced the purpose of the Special Called Council Meeting is to: 1. Consider an Ordinance calling a bond election to be held on Saturday, August 29, 1981 for the authorization of General Obligation Bonds and Revenue Bonds. 2. Extend Lake Austin Shore Line Moratorium on Subdivision Platting. Ms. Lee Thomson, Director of Research and Budget, handed out a memo concerning corrections to the total utility package over a three year bond issue. CITY OF AUSTIN, TEXAS July 27, 1981. Councilmember Goodman was of the opinion that there is not enough agreement on Council to vote on a bond election at this meeting. Councilmember Duncan agreed and said unanimity is needed by all Councilmembers in order to pass a bond package at this time. He said the main issues causing differences are lignite and a two year versus three year bond package. He said he did not think Council is ready to put the bond package before the public. Councilmember Goodman suggested delaying the decision a few days in order to have unanimous agreement on the Council which would relay a more positive message to the public. Councilmember Deuser said he favors the two year bond package. Mayor McClellan said, "We have kept up with capital improvements adequately to handle what has occurred thus far. Cities that don't keep up never catch up." She said she had hoped for unanimity on the Council with a balanced package and feels Austin should have an option for lignite, otherwise, in the future, Austin may end up having to buy energy from some other source and then we would be at their mercy. After further discussion, Council agreed to hold another Special Called Meeting in the Council Chambers on Wednesday, July 29, 1981 to discuss the bond election and consider an ordinance calling a bond election to be held on Saturday August 29, 1981 for the authorization of General Obl1gation and Revenue Bonds. MORATORIUM EXTENDED Mayor McClellan introduced the following ordinance: AN ORDINANCE EXTENDING UNTIL THE 7TH DAY OF AUGUST, 1981, THE TEMPORARY MORATORIUM ON THE PROCESSING OF CERTAIN SUBDIVISION PLAN AND PLAT APPLICATIONS COVERING LAND LOCATED WITHIN THAT PORTION OF THE LAKE AUSTIN WATERSHED WHICH, ON EITHER SIDE OF LAKE AUSTIN, LIES BETWEEN THE SHORELINE OF THE LAKE AND A POINT 500 FEET BEYOND THE 504 CONTOUR LINE ESTABLISHING THE AUSTIN CITY LIMITS BEYOND BEING ACCEPTED FOR FILING AND DISAPPROVED BY THE PLANNING COMMISSION; SUSPENDING THE RULE REQUIRING THE READING OR ORDINANCES ON THREE SEPARATE DAYS; AND DECLARING AN EMERGENCY. Councilmember Goodman moved that the Council waive the requirement for three readings, declare an emergency and finally pass the ordinance effective immediately. The motion, seconded by Mayor Pro Tem Trevino, carried by the following vote: Ayes: Mayor Pro Tem Trevino, Councilmembers Deuser, Duncan, Goodman, Mullen, Urdy, Mayor McClellan Noes: None The Mayor announced that the ordinance had been finally passed.
