Councilmember Urdy was absent for the day. MINUTES APPROVED The Council, on Councilmember Mullen's motion, Mayor McClellan's second, approved the Minutes for regular meetings of December 17 and January 6, 1982. (4-0 Vote, Councilmembers Urdy, Goodman and Mayor Pro Tem Trevino were absent.) Parking Meter Zones Authorized installation of the following parking meter zone: METER TYPE STREET LOCATION SIDE OF STREET 120 Minute Guadalupe Street 300 block East & West Side Valero Lignite Leases Authorized an agreement with Central and Southwest Fuels Company for administering the Valero Lignite leases in the amount of $13,000. Alcohol Counseling Services Entered into a contract with Travis County for $30,000 in City funds to provide Austin-Travis County Alcohol Counseling Services. Grant Application Authorized submission of a grant application in the amount of $30,730 to the Federal Emergency Management Agency for participation in the Federal Emergency Management Agency (FEMA) Program from January 1, 1982 through September 30, 1982. CONSENT ORDINANCES The Council, on Mayor Pro Tem Trevino's motion, Councilmember Mullen's second, waived the requirement requirement for three readings and finally passed the following ordinances in one consent motion: (6-0 Vote, Councilmember Urdy absent) Library Capital Improvements Program Accepted a letter of credit for $64,000 from the Austin History Center Guild and appropriating that amount to the Library Capital Improvements Program Budget to fully fund the Old Main Library Renovations, Phase II (Austin History Center at 810 Guadalupe.) Lake Austin Shoreland Zone Moratorium Extended the temporary moratorium a limit of 30 days on the platting of subdivisions in the Lake Austin Shoreland Zone. (6-0 Vote, Councilmember Urdy absent.) Prior to the vote, Councilmember Deuser said the overall purpose of this is to enable residents of common meter dwellings to be notified if service is going to be cut off. Discussion followed concerning the preferred procedure. Ms. Mathews of the Utility Customer Service Department spoke and explained the City's procedure of notification. Mr. Bob Laczko, district vice president, Southern Union Gas Company, reviewed the proposed procedure. Bob Rymer, Southern Unton Gas Company's legal counsel, reviewed the legal concerns. Jim Piper, attorney representing Texas Tenant's Union, was of the opinion the notice would cut down on the number of terminations. ADJOURNMENT Council adjourned its meeting at 4:00p.m.
