Council Memo 5 February 10, 1982 Ordinance Amendment Amended Ordinance No. 810924-H to show the biochemical oxygen demand surcharge factor to be 0.1349 rather than 0.01349 People's Renaissance Market Area Approved an ordinance amending Section 10-5-166 of the 1981 Austin City Code relating to the Peoples Renaissance Market Area. Ordinance Ordering An Election Council had before them for consideraton an ordinance ordering an election on April 3, 1982 relating to the completion of Mo-Pac Boulevard (Loop 1) from FM 1325 to Highway 290 west. Councilmember Deuser requested Council make a decision tomorrow after they have received, in writing, the new Planning Commission version and Mr. Nieman's version. Larry Nieman, Austin Apartments Association, discussed his version of the ordinance. Charles Meek said he has been working on the ordinance for four years and the new Planning Commission version is as far as they can go. possible. Mayor asked that the ordinance revision be given to staff as soon as Council Memo 7 February 10, 1982 STREET CLOSINGS Mayor McClellan opened the public hearings scheduled for 3:30 p.m. on consideration of closing the following street and passage of ordinance: a. James Casey Street south of Radam Lane. (Directed by Planning Commission.) b. Gonzales Street from Tillery Street to west of the railroad tracks. (Recommended by Public Works Department) Council considered Casey Street first. Mr. John German, Director of Public Works, described the site which is next to the South Austin hospital site. He said EMS, Fire and Police Departments do not approve the closing. The Urban Transportation Commission and the Planning Commission do approve the site. Dorothy Louden is against the closing. Marvin Harrel, South Austin Civic Club spoke against the closing. Ruth Bounous wants the street closed. Virgil Waggoner, a realtor, said he does not have any property on James Casey or Radam Lane. the time. John Kirk, Precinct 3 Constable, is opposed to closing as he uses it all Lee Knowles favors the street closing. Truman Sullivan, South Austin Kiwanis Club, wants the street open as access to the hospital. Dave Moriarity is for closing of the street for a cul de sac. He said he has been approached by Mr. Waggoner to sell his property. The administrator of the South Austin Hospital said they want to be able to use James Casey Street. Carol Auldt spoke against the closing of the street. Alex Ford, representing the hospital, said this is an emotional issue and there must be access. Margaret Sevoboda, who lives on James Casey, said all the children of St. Elmo walk on that street. Bill Badgett, said he favors leaving the street open. Mr. Crumley is against the closing. Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Duncan's second, closed the public hearing; action to be taken next week. (7-0 Vote) Council Memo STREET CLOSINGS - (Continued) 8 February 10, 1982 Mr. John German next described Gonzales Street and said it needs to be closed to protect the railroad crossing. He said the Planning Commission recommends not closing. Urban Transportation Department, EMS and Fire Department all recommend the closing. They say it should be closed on either side of the railroad tracks. tracks. Fred Graham said he has no objection to the closing just at the railroad Mr. Ramos does not want the street closed. He said he is speaking for his neighbors also. Jack Smith, who owns a plant, said the area was heavy industry. There was a roll back. The street closing would force 60 trucks to go in and out on Garwood. Two men, speaking in Spanish, opposed the closing of the street. Mark Neal, attorny for Mr. Smith, said 80% of a circulated petition opposed the closing. He pointed out that a number of large vehicles are involved. Motion The Council, on Councilmember Mullen's motion, Mayor Pro Tem Trevino's second, closed the public hearing and DENIED the closing of Gonzales Street from Tillery Street to west of the railroad tracks. (7-0 Vote) EXECUTIVE SESSION Mayor McClellan announced that Council would convene in a closed or executive session pursuant to Art. 6252-17, V.T.C.S., and after such closed or executive session, any final action, decision or vote with regard to any matter considered in the closed or executive session will be made in open session, should such action, decision or vote be necessary. Mayor McClellan said Council will discuss salaries of City Clerk and Council secretary, personnel matters, Sec. 2, para. (g) RECESS Council recessed at 5:15 p.m. for Executive Session and resumed its recessed meeting at 5:53 p.m. SALARY INCREASES The Council, on Councilmember Mullen's motion, Mayor Pro Tem Trevino's second, yoted to increase the salary of the City Clerk by 10% and the salary of the Council secretary by two steps. (7-0 Vote) ADJOURNMENT Council adjourned its meeting at 5:55 p.m.
