Meiszer City Manager Grace Monroe City Clerk Memorandum To: Mayor McClellan called the meeting to order at 7:00 p.m., noting the absence of Councilmen Mullen, Duncan, Deuser and Urdy, who arrived at 7:05 p.m., 7:15 p.m., 7:30p.m. and 7:30 p.m., respectively. Mayor Pro Tem Trevino and Councilman Goodman were absent. Mayor McClellan said that this was a Special Called Meeting for the purpose of conducting a public hearing on the proposed 1982-88 Capital Improvements Program. Frank Rodriguez, Acting Budget Director, presented an overview of the Capital Improvements Program. He then reviewed area projects as follows: 1. Channel improvements along Boggy Creek from Springdale Road to U.S. 183. 2. East 11th/12th Street Corridor drainage improvements 3. Funds for an enclosed storm drainage to replace open channels 4. Comprehensive study of channel area improvements for the Fort Branch/Boggy Creek 5. Drainage study for the Tannehill Branch of Boggy Creek 6. Community D nity Development ent District paving and drainage improvements to upgrade substandard streets in East Austin with paving, drainage and sidewalks 7. Robertson Hill area public works improvements 8. Renovation of Alamo Recreation Center 9. Renovation of auditorium and floor repair for Doris 10. Miller Auditorium Renovation of Givens District Park : Council Memo 11. 2 Pool and bath house renovation at Rosewood Park 12. Govalle Park restroom and park renovations July 14, 1982 13. Roof repair and pool sunshade for Montopolis Recreation Center 14. Development of two soccer fields, a rugby field and parking and road improvements at Craig Athletic Complex 15. Several citizens' proposals to improve traffic and transportation An unidentified man spoke in support of better swimming pools. Robert Copeland, a landscape architect, spoke in support of renovations for the Knights of Columbus Building, including accessibility for the handicapped, and swimming pools equipped for the handicapped. Rev. David Dukes asked that 83/60-05 (Tannehill Branch of Boggy Creek Drainage Study and Improvements and 83/60-06 (Fort Branch of Boggy Creek Drainage Study and Improvements) be put into the upcoming bond package. In response to Councilman Duncan's question, Richard Ridings said that there was $100,000 in the first year for engineering and $500,000 in the second and third years. The six-year program for the Tannehill Branch was $5,250,000 and $6,300,000 for Fort Branch. Patricia Hadley spoke against expanding the South Austin Medical Clinic at the expense of the library in the Center. Regarding the creation of police patrol centers around the City, she asked that sensitivity be used in East Austin. She requested that a family abuse center be established in East Austin. Dr. Albert Randall pointed out that alternatives were being examined regarding the South Austin Multipurpose Center facilities. Virgil Limon, member, Govalle Association for Survival, spoke in favor of residential lighting for his area (C82/17-09). Mary Belle Lockhart, representing the Highland Park Elementary PTA and the Highland Park West Homeowners, spoke in support of C82/61-03 (Hancock Drive Overpass--Pedestrian Facilities). She asked that $77,000 be placed in the first three years' funding and a minimum of $55,000 for an outside railing on the bridge. Mike Kleinman spoke in favor of the 23rd Street park area. He also asked that the Energy Information Center be relocated closer to downtown. Ellen Bell, principal, Highland Park Elementary School, spoke in favor of bridge improvements at Hancock Drive over MoPac, and asked that it be placed in one of the funded years. Sam Martin, South River City Citizens, supported Riverside Drive improvements. He asked for two lanes each way on Riverside Drive between IH 35 and Newning Drive, close Academy Drive because of short cutting between Congress Avenue and Riverside Drive, have two access streets on Newning Drive and Travis Heights Boulevard, place a traffic light at Travis Heights Boulevard, have sidewalks and turning lanes each way and buy the houses on the north side of Riverside Drive with the houses to remain on the south side. Council Memo 3 July 14, 1982 A Mayor McClellan asked that Dr. Benson document what had been agreed to by staff and the neighborhood and a recommendation as to placement in the Capital Improvements Program. Lydia Scales, Alamo Board, delivered their requests in writing to the Council. Jorge Guerra spoke in support of Boggy Creek right-of-way acquisition and lighting for the area where he lived. Eloise Burrell, Black Arts Alliance, asked for CIP funds for a cultural itsu arts center for the community. Responding to Councilman Urdy's question, Lyda Burge, Human Services Department, said that because of limited funds a feasibility study for a cultural arts center related to the Robertson Hill Project had not been pursued. A status report would be forthcoming in the near future which should determine how much flexibility was available for other funding. Paul Tovar asked the Council to support drainage improvements for East 7th Street and Lydia Street and move the project from 84-85 to 82-83 in project from 84-85 to 82-8 the CIP. He also requested that sidewalk projects be moved from 86-87 to 83-84 and that greenbelt in the East 6th/East 7th areas be moved up from 85-86 to 83-84. Maria Morales, Metz Advisory Center board member, asked for a room addition to the Center because the facility was too small and limited activities at the Center. Narciso Gil, chairperson, Guadalupe Neighborhood Association, introduced John Henneberger, who presented the Neighborhood's requests. Mr. Henne- berger spoke in support of C82/61-09 (Sidewalks--Guadalupe Neighborhood) and C82/62-08 (Alley Paving and Improvements East 8th and East 9th Streets). Mayor McClellan requested a report back from staff regarding the future of the alleys. Richard Hughes, secretary of the Sierra Club, spoke in support of parkland acquisition, particularly the Blunn Creek (Storm Tract) property. He also favored the Bee Creek Preserve. Dolores Lodrado, member, Metz Advisory Board, urged the Council to adopt the City Manager's CIP recommendations. An unidentified man spoke in support of a swimming pool for the South Austin area south of Ben White Boulevard, and the need for a recreation center in that same area. He asked that the schedule be stepped up. ) Council Memo 4 July 14, 1982 An unidentified woman spoke in support of street lighting along Pleasant Valley Road and asked about the timing. Mr. H. L. Peterson said that street lighting for Pleasant Valley Road was in the bond package for 1984-85. Everett Johnson, 1601 Maple Avenue, asked for improvements to the part of Maple Creek which ran through his property. Ray Dell Galloway also spoke in support of Maple Creek improvements and asked if they could go into the CIP instead of using CDBG funds. Richard Ridings, Public Works Director, said that plans were complete for the project and that funds were available. Auditorium. Mr. Galloway next asked questions regarding repairs to Doris Miller A representative from the Parks and Recreation Department stated that funds currently being used were for roof repair. When it was realized that additional repairs were needed, funds were included in the CIP package. Lyda Burge, Human Services Department, said that grant money was being used inside the building and to build a small parking lot directly opposite the building. The roof repair money was money which was transferred from the ending balance. Most of the work would be completed by the end of August. lot. Mr. Galloway suggested that any excess funds be applied to a parking Mrs. Conley spoke in support of additional funds for the Old Bakery renovations. She also asked for a culvert on Rosewood in the 1300 block. Maria Morales, a property owner on Rainey Streets asked for sidewalks on both sides of Rainey Street. Leslie Lewis stated that Council policy was to construct sidewalks on only one side of the street. Councilman Duncan responded that the one side only policy was adopted because the City was still playing catch-up in sidewalk construction. The Safe School Sidewalk Program prioritized areas around schools that needed sidewalks first. David Bearden spoke in support of a cultural resource center for East Austin. He thought that the Robertson Hill plan developed two years ago called for a cultural arts center. ) : ! Council Memo 5 July 14, 1982 Councilman Urdy said that the Council had made a commitment not to spend CDBG funds for such projects unless they had already been started earlier. CDBG funds would be used only if CIP funds did not pass. Mary Helen Lopez, Guadalupe Association, asked for support for sidewalks and paved alleys for her area.
