CITY OF FOUNDED 1839 Austin City Council MINUTES For May 02, 1983 - CANVASSING RESULTS OF APRIL 30, 1983 MUNICIPAL RUNOFF ELECTION - 4:00 Ρ.Μ. Meiszer City Manager Grace Monroe City Clerk Memorandum To: Mayor Pro Tem Trevino called to order the meeting of the Council scheduled at 4:00p.m. for the purpose of canvassing the returns and declaring the results of the April 30, 1983 Municipal Runoff Election. Paul Gamel, Central Counting Station Judge, said the election went very smoothly and with no major deficienctes or discrepancies that they are aware of. "There were actually 31 of the precincts that did not balance out of the 112. If you compare the computer count to the poll list they would be out of balance. The most that we had any one precinct out of balance was the absentee and it was only out of balance by six ballots. The overall number of vote counts that we had was 51 and if you add up the pluses and minuses of the overages and unders you only come out three votes off so that is pretty close. We had no staple holes in the mail in ballots and to my knowledge we had no major difficulties what-so-ever. All the ballots were counted by 10:30 and we went home at 11:00. If you wonder why the absentee ballots do not get counted quicker, there are a whole lot more of them and we spend a lot more time with them. They come in around 7:00 p.m, but I have asked the auditors to go through those very carefully and they re-make a number of them because they are bent or they have the corners torn and we try to be very, very careful with the absentee ballot box because it is so voluminous. That box was finally brought up to us around 10:00 and we ran it without any difficulty whatsoever." Councilmembers then canvassed the votes. Councilmember Goodman satd for Precinct 439 the ballot and seal certificate says 800 and the book says 351 votes. Mr. Gamel told him the form was filled in incorrectly, but it balanced. Mayor Pro Tem Trevino found Precinct 433 all right. Councilmember Goodman said 440 and 442 were all right. Councilmember Duncan found the following Precinct count to be all right: 451, 449, 448, 450/406. E Council Memo 2 May 2, 1983 Councilmember Goodman said there is a discrepancy of one ballot in 438. Mr. Gamel told him one ballot was thrown out. Councilmember Duncan found 447 to be all right. Mayor Pro Tem Trevino found a one vote discrepancy for 427 but Mr. Gamel told him that is an unexplained difference. Councilmember Duncan said 446 is all right. Councilmember Urdy found 228 0.K. Councilmember Duncan found a discrepancy in 445 and Mr. Gamel said one person signed the poll list and then did not vote. Councilmember Deuser said 424 is all right. Mayor Pro Tem Trevino found 425 to be O.K. but a discrepancy of two votes in 426. Mr. Gamel said they cannot explain the difference. Councilmember Urdy found 230 to be O.K.. Councilmember Duncan said 444 is all right. Councilmember Mullen said 231, 232, 233 and 447 are all right. Motion The Council, on Councilmember Goodman's motion, Councilmember Duncan's second, adopted a resolution verifying the results of the General Municipal Run-Off Election held April 30, 1983: (6-0 Vote) Mayor Ron Mullen 33,677 Lowell Lebermann 30,338 Council Place No. 4 Mark Spaeth 32,295 George Humphrey 31,519 and the following named persons are hereby duly declared elected and authorized to qualify for positions as indicated for a two year term commencing May 15, 1983: Mayor Ron Mullen Council Place No. 4 Mark Spaeth : EXECUTIVE SESSION Mayor Pro Tem Trevino announced Council would go into Executive Session pursuant to Article 6252-17, V.T.C.S. to discuss the following matter, contemplated litigation concerning the Texas Department of Water Resources against the City of Austin - Section 2, Paragraph e, and personnel matters, Section 2, Paragraph g, and after such closed or executive session, any action to be taken will be done in open meeting. 5:00 p.m. : RECESS AND ADJOURNMENT Council recessed for executive session and 4:30p.m. and adjourned at
