CANVASSING RESULTS OF OCTOBER 22, 1983 MUNICIPAL BOND ELECTION 3RD FLOOR CONFERENCE ROOM Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: - CITY HALL Mayor Mullen called to order the Special Called Meeting of the Council, scheduled for 4:00p.m. for the purpose of canvassing the returns and declaring the results of the October 22, 1983 Municipal Bond Election, Mayor Mullen noted the absence of Councilmember Rose. Jeff Gunter, Judge of the Central Counting Station, presented the following summary of procedures used to tabulate the ballots cast. procedures used at the Central Counting Station for this election were the same as those used for the last General Election and Run-off. Most Cif the same personnel were used. The Presiding judge was Jeff Gunter and the Alternate Judge was Gene Applewhite. The only major difference in procedures during this election concerned Absentee Balloting. In the previous election, substations were used. In this election, only one location was available for absentee voting. This difference caused a great decrease in the problems associated with counting the absentee ballots. The In general, the Central Counting function worked smoothly. staff of the City of Austin Data Systems Department are to be commended for their professional and efficient handling of the ballot auditing and counting functions. FIRE-COUNTING COMPUTER PROGRAM AND EQUIPMENT TEST A public test of the computer counting program and equipment was conducted at 6:00 p.m. The test was conducted by the presiding and alternate Judges. A test set of ballots was prepared by the judge and processed by the computer equipment. Alterations were then made by the こ Council Memo judge and the changed ballots equipment. The changes made to reports produced in the second reflected the changes made by 2 10-24-83 September 8, 1985 were then run again by the computer the test ballots were verified on the processing. The system accurately the judge. The test data and reports were secured by the Presiding Judge during the evening. BALLOT PROCESSING SUMMARY The processed precincts fell into one of three categories. 1. Computer count of ballots and the Ballot and Seal Certificate (prepared by the precinct judge) count of ballots agreed. These precincts were processed with no further review. There were BO boxes processed in this manner. but 2. Computer count and the Ballot Certificate count did not agree, the difference could be accounted for by the Presiding Judge. By reviewing the materials in the Ballot Box, the differences accounted for in one or more ways. a. were A manual recount of the Poll List produced a count to agree with the number of ballots. ৮. When mutilated or thrown-out ballots were removed from the ballot count on the Ballot and Seal Certificate it agreed with the number of ballots. There were 12 boxes processed in this manner. of for 3. Computer count and the Ballot Certificate count did not agree and there was no apparent reason the difference. When this occured, a computer recount the ballots was made. If the count agreed with the first count, the ballots were released for processing. Council Memo 3 POST-COUNTING COMPUTER PROGRAM AND EQUIPMENT TEST At 10-24-83 September 8, 1983 10:00 p.m. a post-counting test was run to insure no program changes had been made during the evening. The same pre-counting test data was run and balanced. a satisfactory test was achieved. CITY CLERK EXIT REVIEW At 10:30 the Presiding and Alternate Judges reviewed the day's activities with the Acting City Clerk. Election materials were given the Clerk as per election laws. Councilmembers canvassed the votes. Councilmember Spaeth found Precincts 243, 247 and 439 to be all right. Mayor Mullen announced that Precincts 244 and 245 are all right. Councilmember Shipman found Precints 322, 323 and 331 to be in order. Councilmember Duncan indicated Precincts 136 and 131 were in order. Motion The Council, on Councilmember Duncan's motion, Councilmember Spaeth's second, adopted a resolution verifying the results of the Spectal Municipal Election, City of Austin, October 22, 1983. (6-0 Vote, Councilmember Rose absent.)
