CABLE DISCUSSED Mr. Peter Varteressian appeared before Council to discuss various cable issues. He told Council the 54 channel capacity will be available in Austin by July, 1986. STRATFORD DRIVE AREA Mr. Harold Lawrence, Dr. C.H. McCuiston and Mrs. Jon Washam appeared before Council to discuss the Stratford Drive neighborhood area. Mr. Lawrence requested Council to extend the Lake Austin Shoreline Ordinance into their area because they want additional protection against traffic and urbanization. Dr. McCuiston and Mrs. Washam reiterated the comments and request. 1 Council Memo 2 4/26/84 NORTH 183 PROPOSAL Mr. David D. Dobbs appeared before Council to discuss the North 183 proposal. He is with the Texas Association of Public Transportation and spoke in favor of light rail on 183. He asked that the City set aside adequate right-of-way for light rail. Councilmember Duncan would like to receive a report on how much land this would take. GUADALUPE STREET PARKING DISCUSSED Ms. Natalie DeBlois and Mr. Richard Iverson discussed head in parking in the 3400 block of Guadalupe Street. They said that head in, back out parking is unsafe in their neighborhood. City Manager Carrasco said only parallel parking should be authorized in this location and will be enforced. NEIGHBORHOOD PROTECTION ORDINANCE Mr. Daniel Traverso appeared before Council to discuss the application of the Inner-City Neighborhood Protection Ordinance to property at 1200-1202 Baylor and 1201-1205 Castle Hill. There were some questions concerning extension of a demolition permit. Mr. Lonnie Davis, Director of Building Inspection, asked Council to pull this from the agenda one week to give him the opportunity to get material on this. CITIZEN DID NOT APPEAR Mr. Jim Nias, who had requested to discuss the application of the Inner-City Neighborhood Protection Ordinance to property at 1200-1202 Baylor and 1201-1205 Castle Hill, did not appear. CONSENT ORDINANCES The Council, on Mayor Pro Tem Trevino's motion, Councilmember Duncan's second, waived the requirement for three readings and finally passed the following ordinances in one consent motion: (5-0 Vote, Councilmembers Rose and Urdy absent.) Capital Improvements Program Amended the 1983-84 Capital Improvements Program by: a. Councilmember Spaeth said The Council accepted the report and directed the City Manager to direct staff to bring this item back for approval on May 3, 1984. MULTI LANGUAGE AIRPORT SIGNS Councilmember Shipman asked the City Manager to study the feasibility of placing multi-language signs at the municipal airport. She said the City Manager has suggested the use of symbols, but she thinks the signs information should be in several languages. CANCELLATION OF CERTAIN COUNCIL MEETINGS The Council, on. Mayor Pro Tem Trevino's motion, Councilmember Spaeth's second, approved cancellation of the following Council Meetings: (5-0 Vote, Councilmembers Rose and Urdy absent) June 22, 1984 July 5, 1984 Motion to Reconsider The Council, on Mayor Pro Tem Trevino's motion and Councilmember Duncan's second, voted to reconsider in order to add the May 31, 1984 meeting for cancellation. STATUS REPORT - WILLIAMSON CREEK TREATMENT PLANT City Manager Carrasco reported that as of April 25, 1984, there is 21", 23" and 30" of freeboard at the Williamson Creek Treatment Plant. John Moore, Water and Wastewater Department, said there is continued improvement and there needs to be 24" of freeboard by May 2, 1984. Council Memo 11 4/26/84 SPECIAL LEGISLATIVE SESSION Mr. Piet Sybesma, Intergovernmental Relations Officer, presented the City Manager Report on the Special Legislative Session. He told Council the two subjects the City is interested in at the Special Session will be increase in highway funding; increase in Aid For Dependent Children (Texas ranks 45th among the states for amount allowed); and expansion of Medicaid (Texas ranks 48th among the states for amount allowed). SAFETY STATUS Jorge Carrasco reported to Council that this year the City of Austin won 45 awards for safety achievements due to the safety measures taken by City employees. ORDINANCE AMENDMENT Council had before them a request from Mr. French N. Smith III requesting that Council amend Ordinance No. 821028-H to raise the sound decibel level at Auditorium Shores from 85 db to 95 db from 12:00 noon to 10:00 p.m. and from 80 db to 90 db from 10:00 to 12:00p.m. on April 28 & 29, 1984 and May 19 & 20, 1984. Mr. Smith reported to Council that "Since I made the request, I have had meetings with the Parks and Recreation Department and they have requested that rather than raise the decibel levels, we leave the decibel levels as they are and change the monitoring position from 100' in front of the sound board to the property or fence line of Auditorium Shores. And I would like to say that that is definitely agreeable and I feel will work well for everyone." Motion The Council on Councilmember Duncan's motion, Mayor Mullen's second, approved leaving decibel levels as they are and change the monitoring position from 100' in front of the sound board to the property or fence line of Auditorium Shores. (5-0 Vote, Councilmembers Rose and Urdy absent) (This is for April 28 & 29, 1984 and May 19 & 20, 1984.) Council made it clear that this motion applies to Auditorium Shores only, not Pease Park or Fiesta Gardens. REPORT ON DOWNTOWN Luther Polnau presented the Downtown Revitalization Task Force report on Permanent Downtown Advisory Board. His report is on file in the City Clerk's office. Councilmember Shipman asked staff to evaluate. Council Memo 12 ENERGY FOR METRO AUSTIN 4/26/84 Ted Kochansky, Electric Utility Commission, reported on Energy for. Metro-Austin. ROLLBACK REZONING The Council, on Councilmember Shipman's motion, Councilmember Duncan's second, authorized the Planning Department to initiate rollback rezoning of the property located at 4007-4013 Avenue H. (5-0 Vote, Councilmembers Urdy, Rose and Spaeth absent.) Prior to the vote, Bert Cromack, a citizen, stated: "I wanted to make you aware that there has been a person file for site plan development review under the Innercity Neighborhoods Ordinance and that is to be heard in the May cycle. It seems if the Planning Commission were going to go ahead and hear this as a zoning rollback the earliest of course I think that could happen would be in mid-June. If we could possibly delay the site plan review to be on the settling of the roll back question, if that's possible." Mayor Mullen said it would seem logical to try and ask that because you are probably going to be rolled back. 1 PUBLIC HEARING- WASTEWATER LINE THROUGH NORTHWEST PARK After it had been determined that there was no feasible and prudent alternative to the dedication of a permanent easement for the construction of a wastewater line through a portion of Northwest Park, the Council passed the following motion; closing the public hearing and passing the ordinance through FIRST READING ONLY. Motion The Council, on Councilmember Shipman's motion, Mayor Mullen's second, passed through FIRST READING ONLY the dedication of a permanent easement for the construction of a wastwater line through a portion of Northwest Park. Council Memo i 13 APPEAL POSTPONED 4/26/84 Council postponed until May 10, 1984 at 5:00 p.m. the hearing on an appeal from Ms. Marian Swanzy of the Planning Commission decision to grant a Waterway Development Permit for the Salem Center Apartments, proposed project of Lan Bentson Interest, at 1200 West Stassney Lane.
