ITY OF FOUNDED 1839 Austin City Council MINUTES For SPECIAL CALLED MEETING 9:30 Α.Μ. - September 13, 1984 : 3 City Council Ron Mullen Mayor John Treviño, Jr. Mayor Pro Tem Council Members Mark Rose Roger Duncan Sally Shipman Mark E. Spaeth Charles E. Urdy Jorge Carrasco City Manager Elden Aldridge City Clerk Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Mullen called to order the Special Called Meeting of the Council. He announced the purpose of the meeting is for public hearings on: 1. Proposed 1984-85 Financial Plan, Tax, Fees and proposed use of General Revenue Sharing Funds. 2. Cultural and Social Contracts. Mayor Mullen told the audience the first hearing would be on cultural contracts. He said he would announce the name of the group listed and they will talk about the recommended funding. If there is no discussion about a group he will move on to the next item and leave the group at the recommended funding. Mayor Mullen stated, "We will assume that you like what is happening if you do not speak." The following people spoke concerning the funding of their organization: Casey Draper, Ballet Austin Kathy Lowry, Laguna Gloria Art Museum John Bernadoni, Paramount Theatre Zachary John Whisenhut, Austin Ballet Theater Hortencia Paloma League of United Chicano Artists Dr. Laurence McCulloch, Music Umbrella Lena Guerrero, Ballet East Bob Zurphy, Austin Wind Ensemble Maurice Coates, Arts Commission Marcos DeLeon, League of United Chicano Artists Al Golden, member of Arts Commission Council Memo 2 9/13/84 David Sanchos, LUCHA Frances Zeidenstucker, Zachary Scott Theater Center RECESS Council recessed its meeting at 11:25 .m. and resumed its recessed meeting at 11:45 .m. Motion Mayor Pro Tem Trevino made a motion, seconded by Councilmember Duncan, to adopt the basic recommendations of the Human Services Review Team for social services, and also fund the supplemental list: Recommended Basic Supplemental - - $2,724,039 67,434 There was some discussion and, Motion Amended Mayor Pro Tem Trevino amended his motion to $3,000,000 basic and supplemental total, $2,724,039 for basic recommendations and $67,434 for supplemental with the City Manager finding the difference to make up $300,000. Councilmember Urdy seconded the motion. Mayor Mullen said he does not support the amended motion. Mayor Pro Tem Trevino pointed out that last year direction was given to staff to have the recommended amount plus 5%. Mayor Mullen said he will vote for Mayor Pro Tem Trevino's first motion. Amended Motion Withdrawn Mayor Pro Tem Trevino withdrew his amended motion. Roll Call on Original Motion 5-0 Vote, Councilmembers Spaeth and Shipman were out of the room. Council resumed its Special Called Meeting at 6:00 p.m. The following people spoke: i Tim Baker, disabled student attending ACC discussed problems Stephanie Thomas, MIGHT with special transit buses. Stuart Hersh, discussed City of Austin cost of living increase. Theresa Garcia, City Health Department discussed retirement benefits. Sinclair Bradley, Brackenridge Pharmacy technician, asked for weekend incentive pay for employees who work on weekends Aaron Taylor Jr., wants Martin L. King's birthday as a holiday Maria Caminos asked for two-way evaluation system so employees can evaluate the supervisor Janet Robertson, Black Voters, wants MLK holiday A male employee in the Parks Department said in the off season people who operate park equipment should be trained in the mechanical department so they can fix machines they operate Lee Cooke, Austin Chamber of Commerce, discussed expansion of long range planning Bill Oakey commended Council for holding the line on the budget A motion to close the public hearing was made by Councilmember Urdy and seconded by Mayor Pro Tem Trevino and passed by a 5-0 Vote with Councilmembers Duncan and Spaeth absent. Council adjourned its meeting at 6:25 p.m.
