Mayor Pro Tem Trevino announced the purpose of the meeting is a public hearing on annexation of the following: a. Bonnell Shores (Full/Limited Purpose) Council Memo 2 10/24/84 Brian Schuller showed maps of the proposed annexation areas. He said they total 38.5 square miles with a population of 29,669. Mr. Schuller pointed out that annexation of the Motorola Tract for full purpose may be premature because the area is not ready for it yet. Council discussed proposed annexation case by case. a. Pete Dwyer asked what zoning the property will have when it is first annexed. Mr. Schuller told him it would be zoned Interim "A" and the property owner would have to go through the zoning process with an approved site plan for a zoning change. He Russell Robertson asked what is meant by full annexation. said we have water and electricity now. Mr. Schuller said it will include soft service, fire, police, garbage, water and wastewater and a capacity plant for the area has been approved under CIP. Russ Downey, president, Castlewood Neighborhood Association, said annexation would not mean any additional service for them. John Phelps, Castlewood Forest, told Council, "we don't need your police & fire service, we won't get anything." Fred Jones, Bitter Road Homeowners Association, asked if the City would maintain their septic tanks. Terry Childers, Assistant City Manager, told him no. Marilyn James, Castlewood, asked if they will have a park. She was told $1,400,000 will be requested in the 1987-88 CIP for that purpose. Alex Young discussed what may happen on RM 620. Rose told him the 620 ordinance has not been passed. Councilmember Pete Dwyer, who has three projects on 620, spoke in favor of the annexation. Chief Roberts told him a station is being built at McCarty and Beckett and should be ready the first of the year or a little later. Everything will be within six minutes response time. Councilmembers Rose and Duncan agreed. John Murphy, Travis County Fire Control, asked what will happen to them. L.W. Parker discussed his property on IH 35. John Murphy, fire control for Travis County, said they want to plan fire control with the City as they feel they already have it under control. Charlie Anderson said they need a fire station in the area. Chief Roberts explained the response time and said they have the depth to respond to emergencies. Councilmember Rose said he is concerned with some of the questions and asked for a report the next day on preliminary contracting. Gary Brown discussed drainage and asked if a study has been done.
