  • Voters rejected major infrastructure proposals including relocating the municipal airport and a $47 million thoroughfare. However, they approved $20.2 million in bonds to construct a publicly owned art museum and renovate performing arts facilities.
  • A significant governance change to establish district-based council elections was turned down. In contrast, measures to develop a comprehensive plan for city growth and establish new departments for planning and land development were approved.
  • Citizens strongly supported campaign ethics reforms, prohibiting city officers and employees from using city resources or uniforms for election purposes.
  • Proposals for significant parkland dedication were mixed: a large 86-acre downtown park dedication and a permanent endowment fund for parks and cultural facilities were rejected. However, a smaller exchange of park land for a road expansion (Mo-Pac Boulevard) was approved.

1 SPECIAL CALLED MEETING - January 21, 1985 - CANVASSING Mayor Mullen called to order the meeting of the Council scheduled for 5:00 p.m. for the purpose of canvassing the returns and declaring the results of the January 19, 1985 Special Municipal Election and the Capital Metropolitan Transportation Authority Confirmation Election. lo Motion The Council, on Councilmember Spaeth's motion, Councilmember Rose's second, adopted a resolution canvassing the returns and declaring the results of the January 19, 1985 Special Municipal Election and the .. Capital Metropolitan Transportation Authority Confirmation Election. (5-0 Vote, Councilmembers Duncan and Shipman absent.) ADJOURNMENT (SEE RESOLUTION ATTACHED) Council adjourned its meeting at 6:00p.m. after discussing the election procedures, こ A RESOLUTION by the City Council of the City of Austin, Texas, canvassing returns and declaring the result of a election held in said city on the 19th day of January, 1985. WHEREAS, this governing body ordained that an election be held within this city on the 19th day of January, 1985, for the purpose of submitting certain propositions to the resident electors of the City; and WHEREAS, it is hereby found and determined that said election was held in accordance with the authorizing proceedings, that notice of the election was duly given in the form, manner and the time required by law, and that said election was in all respects legally held and conducted in accordance with the Laws of the State of Texas applicable thereto; and, WHEREAS, the returns of the said election have been made to this governing body and said returns, duly and legally made, show the following votes were cast on the propositions submitted at said election, to-wit: PROPOSITION NUMBER 1 "SHALL THE CITY RELOCATE ITS MUNICIPAL AIRPORT TO A NEW AIRPORT SITE?" FOR AGAINST TOTAL 37,989 votes 40,620 votes 78,609 votes PROPOSITION NUMBER 19 SHALL THE CHARTER OF THE CITY OF AUSTIN BE AMENDED TO CREATE A PERMANENT ENDOWNMENT FUND: a. TO FINANCE THE ACQUISITION, DEVELOPMENT AND OPERATION OF PARKS AND OPEN SPACE; AND, b. TO FINANCE THE DEVELOPMENT OF CULTURAL FACILITIES AND ACTIVITIFS FOR ALL AUSTINITES? THE FUND WOULD BE THE AMOUNT OF INCOME DERIVED FROM THE JOINT PUBLIC/PRIVATE DEVELOPMENT OF THE NON-PARK LANDS ASSOCIATED WITH PALMER AUDITORIUM. ALL EXISTING PARK LANDS, INCLUDING ALL OF THE ADJACENT AREA KNOWN AS AUDITORIUM SHORES, SHALL REMAIN PARK LAND IN PERPETUITY." FOR AGAINST TOTAL 25,619 votes 53,244 votes 78,863 votes !! 11 THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS: SECTION 1: That all of the recitals contained in the preamble of this resolution are found to be true and are adopted as findings of fact by this governing body and as part of its judgment. SECTION 2; It is further found and determined that the results of the election as canvassed and tabulated in the preamble hereof reflect the expressed desires of those persons voting at said election. SECTION 3: That a majority of the resident qualified electors voting at said election having voted in favor of proposition number 2, the City Council of said City is authorized and empowered to issue bonds on behalf of said City in the amount and for the purposes prescribed in proposition number 2 in the proceedings calling the election. That a majority of the resident qualified electors voting at said election having voted in favor of proposition number 4, the City Council of said City is authorized and empowered to exchange park land on behalf of said City in accordance with the provisions on proposition number 4 in the proceedings calling the election. SECTION 4: That a majority of the resident qualified electors voting at said election having voted in favor of propositions number 6,7,9,11, 12,13,14,15,16 and 17, the City Council of said City does hereby declare said propositions as worded in the Ordinance calling said election "adopted" and the Charter of the City of Austin, Texas, is hereby amended in accordance with propositions number 6,7,9,11,12,13,14,15,16 and 17 in the proceedings calling the election. : ! !! il !
