LAUS FOUNDED FASO Austin City Council MINUTES For SPECIAL MEETING January 30, 1985 - 4:00 Ρ.Μ. Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Mullen called to order the meeting of the Council, noting the presence of all Councilmembers. He said the purpose of the meeting is to discuss and review boards, commissions and committees as stipulated in the "Sunset" Review Ordinance No. 800228-C. He said he would call off the list and Council should indicate if they want any of them pulled for discussion. Mayor Mullen also said if anyone is present who wants to make a report, Council will listen. Dr. Lehman, chairman, Quality Assurance Team, said at their last meeting they discussed the contract between the City, County and Brackenridge Hospital about the helicopter medivac service. Everyone present approved the service. He asked Council to support this also when it comes before Council. John Darrouzet, Human Relations Commission, said they have a written report. He said a Black male is needed on their commission. Mayor Mullen noted that the Sesquicentennial Commission opened their office today. A report was given by their chairman. Councilmember Shipman said she would like the City Manager to involve the Citizen's Traffic Safety Commission in the City's new traffic safety study and program. Mayor Mullen asked Gilbert Martinez, Planning Commission, what can be done to help them time-wise by streamlining the process. Mr. Martinez said they are discussing alternatives, e.g. hearing examiner, continuing to Wednesday cases not heard on Tuesday, etc. Lengthy discussion followed concerning proposed solutions. Mike Walden, chairperson, Urban Transportation Commission, said he believes his commission could provide Council Memo 2 1/30/87 the Planning Commission with better recommendations and expedite their review. A representative of Austin Tomorrow on-Going Committee discussed the Austin Tomorrow Comprehensive Plan. Mayor Mullen asked about the Wrecker Standards Commission. Councilmember Shipman said, there was no report and they had asked to be abolished last year. Councilmember Spaeth said he would rather see the commission strengthened. Motion Councilmember Duncan made a motion to sunset the Wrecker Standards Commission. Councilmember Rose seconded the motion. Motion passed on a 6-0 Vote, Mayor Pro Tem Trevino out of the room. GOALS & OBJECTIVES Councilmember Spaeth said Council should talk about staggered terms. Mayor Mullen announced they could not talk about goals and objectives because they are not posted for the subject. He said they should always be posted for goals and objectives and asked Council to drop the discussion. RECESS Council recessed for five minutes. MAYOR'S ANNOUNCEMENT Mayor Mullen asked Council to make a motion to continue the remainder of the meeting to January 31, 1987 during the regular called meeting. Councilmember Spaeth made the motion. No vote was taken. Mayor Mullen stated: "Notice is hereby given the City Council, governing body of the City of Austin, Texas will continue this meeting until 3:00 tomorrow afternoon to discuss review of boards and commissions as stipulated in Sunset Review Ordinance No. 800228-C, and the only ones we are really leaving open is the Ethics Review Commission. the rest have been taken care of. We are posted tomorrow properly for the appointment of a blue ribbon commission. We are not posted today for that appointment........." ADJOURNMENT Council adjourned at 5:27 p.m. A11
