Urdy Jorge Carrasco City Manager Elden Aldridge City Clerk SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council noting the absence of Councilmember Shipman. Mayor Cooksey announced the purpose of the meeting is to have a public hearing on annexation of the following: 2. 790 acres of land out of Travis County, portion of the Colorado River and unplatted land (Colorado River Annexation, Phase I, C7a-85-013) for full-purpose. b. 770 acres of land out of Travis and Bastrop Counties, portion of the Colorado River and unplatted land (Colorado River Annexation, Phase II, C7a-85-014) for full-purpose. c. 660 acres of land out of Bastrop County, portion of the Colorado River and unplatted land (Colorado River Annexation, Phase III, C7a-85-015) for full-purpose. d. 610 acres of land out of the H. T. Davis Survey No. 30, the Lucas Minos Survey No. 55, and the William H. Sanders Survey No. 54, portion of U. S. Highway 290 East, Giles Lane, Boyce Lane, and Cameron Road, in Travis County (U.S. Highway 290 East/Cameron Road Annexation, C7a-85-016) for full-purpose. e. 420 acres of land out of Travis County, including portions of Cameron Road, Schmidt Lane, and F.M. 973 (Cameron Road/FM 973 Annexation, C7a-85-017) for full-purpose f. 710 acres of land out of the James Burleson Survey No. 19, the Phillip McElroy Survey No. 17, the Joseph Duty survey No. 20, the 0. Council Memo 2 5/22/85 comments Mayor Cooksey announced discussion would start with from the audience on items a,b, and c. Jim Duncan, Director of Office of Land Development Service, explained the areas by means of maps. David Locke, Mayor of Bastrop, expressed concern because the last two phases are next to the ETJ of Bastrop. He said they are a neighborhood with a plan and have a subdivision ordinance. Jack Griesenbeck, County Judge, said the proposed annexation is not for the good of Bastrop County. He said they can control their own growth. Mayor Carter of Elgin told Council his town is willing to work together with Austin. Paul Pope, representing "To Save Bastrop County", said there are 500 property owners who are asking Austin to rescind the process and let Bastrop remain a rural community. Bonnie Davis feared their standard of living will be affected. Harriet Woeh called the annexation an elitist move. Ken Creightner said Bastrop will fight annexation. Ray Barron said Austin and Bastrop should sit down and talk. Lee Wyler said he does not want to be part of Austin. Tom Bassen said Austin cannot control growth. Clark Cole said Austin wants control but not responsibility of services. Alyce Ferguson expressed concerns about the Colorado River pollution by Austin. Dorothy Barton said her land has been in her family 150 years and does not want a change. Bob Fleming said Austin should back off. Charles English said this will be taken to court to fight. Paula Caloosa said the two cities should get together and negotiate. Jack Fraser wondered what the emergency is. Mayor Cooksey stated the hearing is to receive the views of the people. Jack Stanton said Austin should clean up their own community first. Wayne Alder, Jr. told Austin to think seriously about what they are doing. Todd Feruson thanked Councilmember Rose for bringing up this issue, which has united Bastrop in a cause. Sherry Thompson moved to Bastrop two years ago to open a business she will not be able to keep if Austin takes over Bastrop. Sam Wilson said he moved to Bastrop two months ago after living in Austin for 25 years and does not want annexation. Ron Wall, Spicewood in Burnet County, said he would help Bastrop with their fight against Austin. John DeWarta spoke against annexation. Wally Schultz said good fences make good neighbors. Motion The Council, on Councilmember Rose's motion, Councilmember Humphrey's second, closed the public hearing on items a, b and c. (5-0 Vote, Councilmember Urdy out of the room Councilmember Shipman absent.) Council Memo 3 5/22/85 Mayor Cooksey announced the hearing would now encompass items d and e. Jim Duncan, OLDS, explained the area by use of maps. J The Mayor of Elgin expressed concern about one of the areas. Jimmy K. of Taylor discussed how Taylor, Texas intends to protect itself. Mac McPherson who lives in Rice's Crossing, said he would rather be governed by Taylor. Motion The Council, on Councilmember Rose's motion, Councilmember Humphrey's second, closed the public hearing. (5-0 Vote, Councilmember Urdy out of the room, Councilmember Shipman absent) (Items d & e) Mayor Cooksey announced Council would hear comments on item f. Mr. Duncan described the area by means of maps. The Mayor of Elgin said he is looking forward to working together. Jan Shrader of Elgin said they are in the process of obtaining home rule. Roy Sergerson said if Austin annexes then they should provide services. Larry Dunn asked Austin to reconsider. Scott Roberts discussed land which has been in his family for four generations. Frances Spranger asked Council to talk with them and listen. Willie Gunther asked how annexation would affect his taxes. Mayor Cooksey said it would not affect his taxes. David Langford expressed his views against annexation. Eric Boynton told Council he wanted them to allow the City officials of Bastrop to do what they are elected to do. Carol Goodrich said the City of Austin cannot serve people so far away from the City. Motion - The Council, on Councilmember Humphrey's motion, Councilmember Rose's second, closed the public hearing on item f.(6-0 Vote, Councilmember Shipman absent) Mayor Cooksey announced Council would hear comments concerning the area designated as g. Jim Duncan explained by use of maps. Paul Pape, chairman of Citizens to Save Bastrop County, said Austin's plans will cross their ETJ. Mayor Locke said they have a lot of property in Travis County that wants to become part of Bastrop County. He said there should be no crossover of county lines. McDonald exressed opposition, also. L.F. Council Memo 4 5/22/85 Motion The Council, on Councilmember Humphrey's motion, Councilmember Rose's second, closed the public hearing. (6-0 Vote, Councilmember Shipman absent) Councilmember Rose stated the second public hearing on these annexations will be held during the regular meeting on May 23, 1985. He said there is no rush concerning the annexation. ADJOURNMENT Council adjourned its meeting at 6:23 p.m.
