THIRD FLOOR CONFERENCE ROOM MUNICIPAL BUILDING Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the Special Called meeting of the Council scheduled for 4:00 P.M., noting the absence of Mayor Pro Tem Trevino. Elden Aldridge City Clerk PUBLIC HEARING - EL MERCADO Mayor Cooksey opened the public hearing scheduled concerning "El Mercado" project application for UDAG funding. Rudy Cisneros asked why the property owners in the area had not been notified. He was advised there had been newspaper notices and the City Clerk's office also had received notice and posted it. Mr. Cisneros said he had built his business up from scratch and resents someone coming in, getting $5,000,000.00 to set up a business that will be in competition with his. Mr. Cisneros said there is no parking provided for "El Mercado". He said he wanted to add a second story to his business and was told he could not because there was not enough parking space. Mr. Cisneros said he has never asked for money from the City or a Federal grant. City Manager Carrasco said not all the required information concerning parking has been gathered. He also said the City would have to match $200,000 as their share of the funding by August 15, 1985. Ms. Haynes pointed out to Council that El Mercado will have to prove other funding is unavailable. Ms. Mancias of Barrio Unido, said there are many unanswered questions and expressed opposition to the traffic El Mercado would create. C Council Memo 2 7/31/85 Mayor Cooksey said he feels rushed by this application. After some discussion, City Manager Carrasco said this will be placed on the August 15, 1985 agenda for action. Motion The Council, on Councilmember Carl-Mitchell's motion, Councilmember Urdy's second, closed the public hearing. (6-0 Vote, Mayor Pro Tem Trevino absent) Motion The Council, on Councilmember Urdy's motion, Councilmember Rose's second, adopted a resolution to submit a preliminary Urban Development Action Grant application to the Department of Housing and Urban Development for the purposes of constructing the "El Mercado" project. (4-2 Vote, Councilmembers Humphrey and Shipman voted No, Mayor Pro Tem Trevino absent.) ADJOURNMENT Council adjourned its meeting at 6:15 p.m.
