Mayor Cooksey called to order the Special Called Emergency Meeting of the Council, scheduled for 1:00 p.m. at 3:30 p.m., noting the absence of Councilmembers Shipman and Urdy. EXECUTIVE SESSION Mayor Cooksey announced the Council will go into Executive Session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss the following matters; and action, if any, on the matters will be taken during the public meeting after the conclusion of the executive session: - Pending Litigation, including but not limited to the following items Section 2, Paragraph e. - (1) Houston Lighting and Power Company, et al v. Brown and Root, et al in Matagorda County, and City of Austin vs. Houston Lighting and Power Company in Travis County - Section 2, Paragraph e. (2) United South Austin, et al vs City of - Section 2, Paragraph e. RECESS Austin Personnel Matters - Section 2, Paragraph g. Council recessed its meeting for executive sess at 3:30 p.m. and resumed its recessed meeting at 4:33 C د Council Memo 2 9/4/85 CITY MANAGER REPORTS The City Manager Report on Economic Development was not presented. City Manager Carrasco reported on Affordable Housing for the City of Austin. He said the proposal is for two tiers of housing $33-40,000, $24-33,000, with five criteria to qualify. The plan is designed for those who can barely afford homes and for a group who cannot afford homes. Mr. Carrasco said an additional $10,000,000 in revenue bonds would be necessary to fund a five-year program to aid the construction of 1,750 homes below market price. Mr. Carrasco said the plan would waive development fees, speed regulatory process and reduce interest rates for potential buyers. Mayor Pro Tem Trevino expressed his thanks to the City Manager and staff for the proposal and said it was time to help east Austin. Councilmember Urdy suggested this be put on the November bond package. ADJOURNMENT Council adjourned its meeting at 5:35 p.m.
