Urdy Jorge Carrasco City Manager Elden Aldridge City Clerk Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the Special Called Meeting of the Council, noting the absence of Councilmember Urdy. CITY MANAGER REPORT - ARTS FUNDING City Manager Carrasco reviewed his report on Arts Funding. He said the allocations have been reviewed and the objective of the funding plan is objectivity and simplicity. Terry Childers, First Assistant City Manager, discussed the five funding categories: 1. 2. 3. Major Arts - Operating budget $25,000 a year. Umbrellas, service organizations and service agencies. Special Populations: senior citizens, disabled, mentally ill, blind and children. 4. PARD support services and sports activities of arts organizations. 5. Special projects. Major arts, Mr. Childers said, should be funded on a sustaining basis and umbrellas and service organizations should be funded for two years and then have them reapply on the short form. Special projects should go through the RFP process. Mayor Cooksey asked if this proposal will govern this year's allocations. Mr. Carrasco said it could but it would take 14 weeks to implement. Mayor Cooksey said it would be best to wait until next year to begin the new procedures. C Council Memo 2 Motion 9/10/85 The Council, on Councilmember Shipman's motion, Councilmember Carl-Mitchell's second, referred the City Manager's recommendation to the Arts Commission and asked the City Manager to report bak in four months with an arts plan. (6-0 Vote, Councilmember Urdy absent.) Jane Wells said she applauds the action to refer the recommendation. PUBLIC HEARING - CULTURAL AGENCY CONTRACTS Mayor Cooksey announced Council would hear individuals who wished to speak at the public hearing on cultural agency contracts. The Mayor asked that only one person speak representing each agency. RECESS - Council recessed its meeting from 3:30 to 3:35 p.m. PUBLIC HEARING - Social Services Mayor Cooksey announced Council would hear individuals speaking about social service contracts. Paula Phillips presented a brief overview of the contracts and the processes. Councilmember Rose state that next year he would like to take MH/MR out of the list and consider them separately from the others since their funding is so large. Council Memo 3 9/10/85 Mayor Cooksey announced it was time to recess the meeting because the Planning Commission had a meeting scheduled in the Council Chamber. He said the items not taken up would be finished at 1:00p.m. on September 18, 1985. EXECUTIVE SESSION Mayor Cooksey announced Council would go into Executive Session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss the following matters, and action, if any, on the matters will be taken during the public meeting after the conclusion of the executive session. a. Board and Commission Appointments, Section 2, Paragraph g. - RECESS AND ADJOURNMENT and adjourned at 5:30 p.m. Council recessed its meeting at 4:00p.m.
