OLIVE LUTHERAN CHURCH, 7416 HIGHWAY 71 WEST IN OAK HILL, TEXAS Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Councilmembers Rose, Humphrey and Urdy. Mayor Cooksey announced, "For the record, these are public hearings on the following: a. b. c. d. e. f. g. h. 1. j. k. 1. m. n. It was noted there were representatives present for b., d., h., 1.j.k., 1., m., and n. City Manager Carrasco introduced members of the staff, James Duncan, Director, Office of Land Development Services; Ronald L. Bond, Deputy Director, Water and Wastewater; and Sarah Farley, Supervisor Fiscal & Policy Analysis, Planning & Growth Management Department. These three introduced each annexation hearing with descriptions of area and service plan for each area and water and wastewater services. Council Memo 2 Public Hearing - b. North Central Area 10/16/85 Mr. Duncan, Mr. Bond and Mrs. Farley gave their presentations. Johnny Marias, president, North Oak Neighborhood Association, Ed said goals of annexation should be specific and measurable. Stringer, Forest North Neighborhood Association, said the City should not annex until they can provide the services they should. Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Shipman's second, closed the public hearing. (4-0 Vote, Councilmembers Rose, Humphrey and Urdy absent.) Public Hearing - d. Northeast Area Mr. Duncan, Mr. Bond and Mrs. Farley gave their presentations. Michael Lee, vice president, Northeast Walnut Creek Neighborhood Association, discussed the area by means of maps. He said he wanted the area annexed for limited purpose only. Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Shipman's second, closed the public hearing. (4-0 Vote, Councilmembers Rose, Humphrey and Urdy absent.) Public Hearing h. MoPac Extension Area Mr. Duncan, Mr. Bond and Mrs. Farley gave their presentations. Wayne Sanders, Oak Hill, asked when they would receive sewer service. Mr. Bond told him in mid 1986. Charles Ramsey asked the same question. Mr. Bond told him there are sufficient CIP funds available for the service required in the area and the full plan will be complete if the annexation is approved. Carolyn Parker is in favor of speedy annexation and wants a moratorium on development of the area. Kathy Erin is concerned about traffic on 290. Dewayne Cobb wants a moratorium on development in the area and is concerned about drainage. Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Carl-Mitchell's second, closed the public hearing. (4-0 Vote, Councilmembers Rose, Humphrey and Urdy absent.) Council Memo Public Hearing 3 - i.j.k. Upper Williamson Creek Area 10/16/85 Mr. Duncan, Mr. Bond and Mrs. Farley gave their presentations. Tom O'Meara said he wants the City to be more specific on park area. He then placed into the record the resolution of the Oak Hill Business and Professional Association. Copy is on file in City Clerk's Office. He discussed their "green plan" for services to Oak Hill and their water plan, which he asked Council to adopt. Mayor Cooksey asked staff to analyze the green plan to see if it coincides with the City's plan. An unidentified man wants the City to adopt the green plan. Steve Thomson, Oak Hill Fire and EMS discussed those services. Tom Rebstock of Scenic Brook West asked for annexation soon. Roy Robertson favors the green plan of Oak Hill and said it is only slightly different than the City of Austin's plan. Tim Davis, president of Oak Hill Business and Professional Association, read their resolution. Howard Kells said a good water and wastewater program is needed. Ed Letterman, Oak Hill Fire Chief, said they do not want to be restricted from responding to neighbors who need help. Z. Hurwitz spoke for annexation. Steve Kledvill supports annexation. Howard Cheney supports annexation. Ron Green is concerned with water and wastewater services. Mayor Cooksey stated, "Then I would like the record to reflect the public hearings were held, that copies of the service plans were here, available for the public, but no one appeared to speak at the public hearings on these proposed annexations.
