CITY MANAGER REPORTS There was a report scheduled to be given on Anti-Smoking Ordinance Guidelines. Mayor Cooksey and the Council agreed to set a public hearing on the subject for 6:30 p.m. on March 20, 1986. A report on Service to Newly Annexed Areas was given by Jim Thompson, Director of Water and Wastewater. Jim Duncan, Director of OLDS reported on Zoning Activity in the Manchaca - I.H. 35 Area. Mr. Duncan also discussed Loop 360 Corridor Regional Service Plan. A report on Advance Refunding Process was also presented to Councilmembers. The report on City of Austin Budget History was postponed for one week. WORK SESSION Council held a work session on Septic Tank Outcover-Capital Recovery Fee. EXECUTIVE SESSION Mayor Cooksey announced Council would enter int an executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated to discuss personnel matters: Board and Commission Appointments Paragraph g. - Section 2, Any offcial action to be taken would be done in open meeting. Council Memo RECESS 2 2/26/86 Council recessed from 6:57 to 7:15 p.m. for an executive session. ASSISTANT CLERK OF MUNICIPAL COURT APPOINTED The Council, on Councilmember Carl-Mitchell's motion, Councilmember Rose's second, approved the appointment of Earline Hocker, Assistant Court Clerk, as Acting Clerk of the Municipal Court. (4-0 Vote, Councilmember Shipman out of the room, Mayor Pro Tem Trevino and Councilmember Humphrey absent.)
