OPERATING BUDGET AMENDMENT The Council, on Mayor Pro Tem Trevino's motion, Councilmember Carl-Mitchell's second, waived the requirement for three readings and finally passed an ordinance amending the FY 1985-86 Operating Budget by appropriating unexpended funds for the immediate support of the Greater Austin-San Antonio Corridor Council, Inc. and the immediate initiation of the contract with our foreign consultants. (5-0 Vote, Councilmembers Rose and Urdy absent.) EASEMENT AGREEMENT WITH CAPITAL METRO The Council, on Councilmember Carl-Mitchell's motion, Councilmember Shipman's second, adopted a resolution authorizing the City Manager to enter into an Easement Agreement with Capital Metro which grants an easement to Capital Metro for mass transit purposes to mile post 95, east of Manor, and to mile post 51, northwest to Bertram. (4-0 Vote, Councilmember Humphrey out of the room, Councilmembers Rose and Urdy absent.) ART AND RECREATION COMMITTEE The Council, on Councilmember Shipman's motion, Councilmember Humphrey's second, approved the appointment of Jane Wells to the Art and Recreation Committee. (5-0 Vote, Councilmembers Urdy and Rose absent.) EXECUTIVE SESSION Mayor Cooksey announced Council would enter into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated to discuss matters of land acquisition, litigation, and for personnel matters. PUBLIC HEARING POSTPONED Postponed until August 21, 1986 at 5:30 p.m. is the public hearing on an appeal of Ms. June Hawley and Ms. Stella Nilsen of the Planning Commission's decision to grant a conditional use permit for 2915 Guadalupe. Cl4p-86-005. PUBLIC HEARING - WATER CONSERVATION RATE STRUCTURE Mayor Cooksey opened the public hearing set for 6:00 p.m. on the Water Conservation Rate Structure. Jim Thompson, Director of Water and Wastewater, reviewed and told Council Option B-1 rate structure is recommended. (Copy on file in City Clerk's Office.) Mr. Thompson said under this option urban residential would have a 4% decrease. Increased rates would be in effect for rural residential, urban general service, City departments and other customers. Mr. Thompson said large commercial users would have a 2% decrease in rates. The following people spoke: Harold Lanham, Bert Hooper, Mary Ogden, Gary Black, Diane DeBaun, David Ellis, Steven A. Porter, John McNeely, Don Walden and Charles Richey. By unanimous consent, Council approved continuing the public hearing to August 28, 1986 at 7:00 p.m. ADJOURNMENT Council adjourned its meeting at 7:30p.m.
