Urdy Jorge Carrasco City Manager Elden Aldridge City Clerk Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council, noting the presence of all Councilmembers. The Mayor announced the purpose of the meeting was to hold a public hearing on Capital Improvements Program, Operating Budget. General Revenue Sharing and Fees. The following people spoke: Center. T. Galyean wants full time clerk-typist for Senior Activity Helen Spear, president, Austin Public Library Commission, said the budget is tight, but all right. Richard Luna and Enrique Lopez want $45,000,000 for housing. Hermelinda Zamarripa wants Zaragosa Center renovated. Beverly Donoghue discussed needs for Carver Museum. Chip Harris talked about neighborhood traffic impact program. Adam Laguna discussed $45-million needed for affordable housing. Lee Cooke, Austin Chamber of Commerce, said they approve items for public safety, fire stations, park renovation, civic center, affordable housing and an airport authority. Lori Renteria discussed money needs for affordable housing. Sylvia Orozzo wants a Mexican-American Culture Center. O.B. Conley and Diana Castaneda talked about funding for recreation centers. Adela Mancias discussed the Zaragosa Center. Mollie Tower said a secretary is needed for the arts program. Bo Byers discussed tennis. 7 Council Memo 2 8/27/86 Agnes Edwards discussed swimming fees and asked there not be a price increase. Jim Anderson, Capital Area Tennis Association, discussed tennis in Austin. Jean Mueller Tarlton discussed tennis programs. Hal Klein, Jenny Hineman and Scotty Roberts, who are Friends of the Zilker Summer Musical, discussed funding for the musical. Joe Jerkins said support should continue for social services. Mary Hurst said she is against 51% increase in fees and 20% decrease in operating hours for Givens Recreation Center. G. Truitt-Green spoke against fee increases for recreation centers. Ruth Sawyer also spoke on fee increases at recreation centers. John Chitwood and John Moore also spoke against raise in fees. Jeff Pike, Barney Oldham and Danny Stamper talked about the implementation of a 53 hour work week for Austin Firefighters. Ben Brown, representing City employees, said laid-off City employees should have their jobs restored. Walter Timberlake, Dennis Lilley, Bill Steele, Kay D. Novak, Kevin Batt, Gavino Fernandez, Ray Barnes, John Douglas, Sherry Muns, Jesse Alba, Glenn Scott, George Van Ecken, Aline Jordan, Gene Morris (who is a tennis pro who said his job will be terminated) and Gloria Fabian, all discussed the lay-off of City employees and the impact on same. Enrique Lopez talked about Montopolis Recreation Center. Roger Vallejo, Tennis Advisory Board, talked about that program. Joan Bartz said the 51% fee increase for Dottie Jordan park programs is too hight. Greg Stallings agreed with her. Judy Carson, Jazzercise instructer, said the fees would be too high for her students. Judy Jonas and Aleda Ruicci also discussed jazzercis fees. Charmaine Rose discussed women's soccer fees. Also discussing fees was Lydia Scales and Gale Moore. Musical. Don Barnes, Austin Softball Association, talked about fees. John Aiken asked Council to not cut back or eliminate the Zilker Hillside Cheyyl Engelke said she is a laid-off City employee who got busy and got another job in the City. She had five offers in one day. Craig Speer discussed PARD and presented a petition. The meeting adjourned at 8:30 p.m.
