Urdy Jorge Carrasco City Manager Elden Aldridge City Clerk Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council, noting the presence of all Councilmembers. TAX RATE Council had before them for consideration the setting of the tax rate increase percentage for the 1986/87 budget. Motion The Council, on Councilmember Rose's motion, Councilmember Humphrey's second, set the tax rate at .3907 which was not an increase. Motion passed by a 4-0 vote with Mayor Pro Tem Trevino, Councilmember Carl-Mitchell and Mayor Cooksey abstaining. Motion - WITHDRAWN Councilmember Shipman made a motion, which received no second and which she withdrew, for all Capital Improvement Projects, which have not been recommended, to be sent to the Planning Commission for their recommendation. FY 1986-87 FINANCIAL PLAN Council had before them for consideration the first, second and third readings of the following ordinances adopting the FY 1986-87 Financial Plan: a. Operating Budget b. Capital Improvements Program Budget c. Historic Property Tax Exemptions d. Elderly and Disabled Homestead Exemptions e. Fee Rates and Charges C Council Memo 2 9/9/86 Councilmember Humphrey said he wanted to know how much money has been spent on headhunters. City Manager Carrasco said he would get that information. Councilmember Shipman discussed community schools and said the City should match the contribution made by AISD. She suggested they go through the budget and ask the City Manager where the money can be found. Motion Councilmember Rose made a motion, seconded by Mayor Pro Tem Trevino to adopt the City Manager's recommended Financial Plan on FIRST READING ONLY. Friendly Amendment Councilmember Shipman offered a friendly amendment to request the City Manager to investigate specific items the Councilmembers are interested in. The friendly amendment was accepted. Roll Call on Motion with Friendly Amendment 6-0 Vote, Mayor Cooksey abstained. PLACEMENT ACTIVITIES City Manager Carrasco reported on Placement Activities. On file in the City Clerk's office is the progress report on placement activites for employees proposed to be laid off. EXECUTIVE SESSION Mayor Cooksey announced Council would go into Executive Session pursuant to Article 6252, Texas Revised Civil Statutes Annotated to discuss the following. No official action of the City Council will be taken on any of these matters unless such item is specifically listed on the agenda: RECESS a. Pending Litigation b. - Section 2, Paragraph e. (1) Enforcement of Cable Franchise Agreement. Acquisition of Land - Section 2, Paragraph f. (2) Consider a resolution regarding the purchase of parkland. Council recessed its meeting from 5:45 p.m. to 7:00 p.m. for executive session. C Council Memo CABLE FRANCHISE AGREEMENT 3 9/9/86 The Council, on Councilmember Carl-Mitchell's motion, Councilmember Rose's second, adopted a resolution enforcing the Cable Franchise Agreement.
