Council recessed its meeting from 4:25 to 4:45 p.m. Council Memo HEARING POSTPONED 13 10/9/86 Postponed to November 13, 1986 at 3:00 p.m. is the public hearing on dedication of a permanent easement containing 2,986 square feet for the construction of regional water system improvements out of a portion of the Bull Creek Greenbelt. PUBLIC HEARING - WATER AND WASTEWATER RATES Jim Thompson, Director of Water and Wastewater, told Council: "The City Council is considering an option for water rates which would include the standard minimum bill based on meter size for the first 2,000 gallons of usage for each month. Consumption charge of $1.61 per 1,000 gallons of usage above the standard meter minimum during seven winter months. Consumption charge of $1.61 per thousand gallons used up to the 7,000 gallon usage during the five summer months and, once the 7,000 gallon consumption is surpassed during the five summer months, the charge, per 1,000 gallons of usage would be $2.10. This would compare against a flat rate that would generate the same kinds of revenue of $1.81 per thousand gallons of use. There is also a provision that deals with other utility customers, that is, a customer category that basically includes water control improvement districts, some municipalities, and municipal utility districts. To have those entities emulate the inside city customers as far as the triggering mechanism to go into the higher rate, we have developed a computation that would multiply the number of in-use customers that that district has, times 7,000 gallons to compute a triggering for the higher rate. This would also be accompanied by a $1,00 per internal customer charge for those entities." Steve Blanc, representing the Apartment Association, had some questions and comments concerning the usage by apartment dwellers and owners. Bill Oakey also spoke. Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Humphrey's second, closed the public hearing, waived the requirement for three readings and finally passed an ordinance approving water and wastewater rates. (7-0 Vote) PUBLIC HEARING - STREET VACATION Mayor Cooksey opened the public hearing set for 3:30 p.m. on vacating a portion of Birch Street right-of-way. (Request submitted by Ms. Vicki Brown on behalf of the Austin Independent School District.) No one appeared to be heard. HEARING POSTPONED Postponed until October 23, 1986 at 5:45 p.m. is a hearing on amending Chapter 13-2A (Zoning) and 13-13 (Advertising & Signs) to adopt comprehensive sign regulations. ORDINANCE READING - SEXUALLY-ORIENTED COMMERCIAL ESTABLISHMENTS Council had before them for action an amendment to Section 13-2-4350, et. seq. of the Zoning Ordinance relating to sexuallyoriented commercial establishments. Motion Councilmember Shipman made a motion, seconded by Councilmember Rose, to adopt the staff draft in its entirety on FIRST READING ONLY, and requested Legal and Office of Land Development Services staff to evaluate for inclusion a 540' spacing requirement from residential use, in addition to the 50% radius proviso in the staff draft. Motion passed by a 7-0 Vote. Mayor Cooksey handed to Council some amendments he wants to be considered by the Legal Department before second and third readings posted for October 16, 1986. SALE OF PACKAGE TREATMENT FACILITY The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, approved sale of a package treatment facility at Williamson Creek Wastewater Treatment Plant to the City of Bastrop. Council Memo ITEM POSTPONED 16 10/9/86 Postponed to October 16, 1986 is action on directing staff to issue a RFP for professional services whereby the City of Austin can effectively allocate $250,000.00 for the STNP Educational Campaign. ITEMS FROM COUNCIL Postponed was Mayor Cooksey's item concerning vacation of a portion of Barton Skyway right-of-way. Austin/San Antonio Corridor The Council, on Councilmember Carl-Mitchell's motion, Councilmember Urdy's second, approved designation of an alternate transportation route in the Austin/San Antonio Corridor. (7-0 Vote) National Business League ----- Councilmembers Urdy and Shipman introduced an item to Council to consider reinstating CDBG's 11th year funding for National Business League from August 4, 1986 to September 30, 1986 in the amount of $20,703.96 which represents 75% of the balance of the total contract. Tina Allen asked Council to restore the fund. City Manager Carrasco told Council the NBL is not in compliance with the CDBG contract...he explained how they are not in compliance and told Council that to fund them would be to treat them differently than other agencies. Ms. Allen disagreed.
