Urdy Jorge Carrasco City Manager Elden Aldridge City Clerk T FOUNDED 1839 Austin City Council MINUTES For SPECIAL CALLED MEETING - JANUARY 6, 1987 - 4:00 Ρ.Μ. 4TH FLOOR AUDITORIUM, CENTRAL LIBRARY Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the meeting of the Council, noting the absence of Councilmember Rose. Council held a work session and discussed Personnel Policies regarding the layoff policy for City employees as introduced by Councilmember Shipman. Motion The Council, on Councilmember Shipman's motion, Councilmember Carl-Mitchell's second, voted to look at a 240 hour vacation cap and sick leave when a report is returned to them by February 10, 1987, by the City Manager. (6-0 Vote, Councilmember Rose absent.) The next item discussed was addendum and emergency items for the regular Council meeting agendas. Mayor Pro Tem Trevino said the policy for these should be reaffirmed, with two signatures also needed for addendum items & back-up material for items shall be received by Tuesday of the week the item is scheduled, or the item will be automatically postponed. Mayor Pro Tem Trevino also discussed the work session schedule and said Council should meet Tuesdays at 3:00p.m. beginning January 20, 1987. He also said Wednesday work sessions should be cancelled, and board and commission appointments are to be made on Tuesday and Thursday, at the regular called Council meeting. Council agreed to the proposed changes. Councilmember Urdy and Mayor Pro Tem Trevino began discussion of the McKinney Meadows Project. The discussion was not finished, so Council decided to recess its meeting at 5:50 p.m. and continue discussion on the subject on January 7, 1987. Council Memo JANUARY 7, 1987 - 5:00 Ρ.Μ. 2 January 6 & 7, 1987 Mayor Cooksey announced Council would continue the discussion concerning McKinney Meadows Project which was begun on the previous day. Jim Thompson, Director of Water and Wastewater, reported on the project. Paula Phillips, Director of Housing and Community Service Department, also spoke. Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Humphrey's second, approved the following: (6-0 Vote, Councilmember Rose out of the room.) A. We request that the full Council adopt the conceptual plan for McKinney Meadows, and direct the City Manager to direct staff to proceed in further developing the plan. B. Within 90 days staff will take the following steps: 1. Thoroughly review the concept plan and fine tune it to ensure compliance with all applicable ordinances; and 2. Develop an invitation to bid package for sale of the residential and commercial tracts to the private sector. ADJOURNMENT Council adjourned its special called meeting at 5:35 p.m., January 7, 1987.
