Mayor Cooksey called to order the special called meeting of the Council, noting the presence of all Councilmembers. ROBERT MUELLER AIRPORT Council had before them for consideration a resolution accepting and approving design work for the interim site recommendation of the Greiner Austin Team for facility development Option (FDO) 6b at Robert Mueller Airport and authorize negotiation with the Greiner Austin Team to develop cost data for development of longterm alternative at Robert Mueller Airport. Mr. Barney Knight, City Attorney, discussed the Ethics Ordinance and Councilmembers Urdy and Humphrey had questions concerning whether or not they can vote on the resolution because they own rent property in the area. member Shipman said she would abstain from voting in order to "avoid any perception of conflict" since her husband is employed with a construction management firm involved with airport issues. Mayor Pro Tem Trevino indicated he would vote on the issue because even though he has relatives living near the airport, the City Attorney has ruled he has no conflict of interest. Council- This resolution will be considered again at the January 15, 1987 regular called meeting of the Council. AMENDMENT TO AUSTIN ETHICS AND FINANCIAL DISCLOSURE ORDINANCE The Council, on Councilmember Carl-Mitchell's motion, Councilmember Urdy's second, waived the requirement for three readings and finally passed an ordinance amending the City of Austin Ethics and Financial Disclosure Ordinance, whereby City officials charged with ethics complaints while acting in accordance with an opinion by the City Attorney can be defended by the City legal staff. (7-0 Vote) Council Memo CITY MANAGER REPORT 2 1/13/87 The City Manager Report on Pilot Program Building Inspections, was presented. WORK SESSION Council held a work session on Civic Center RFP discussion. ADJOURNMENT No other items on the agenda were acted upon, i.e. Discussion of East 6th Street Area Public Safety Issues, Executive Session and board and commission appointments. Council adjourned its meeting at 6:10 p.m.
