CENTRAL LIBRARY 800 GUADALUPE Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Councilmember Rose. Council held a joint meeting with the Ethics Commission during its work session. Councilmember Humphrey wanted to know if the Ethics Commission can work as an advisory board. He was told by the City Attorney that they cannot and that the City Attorney gives the opinions. Conflict of interest as it pertains to the Ethics Ordinance was discussed. Council agreed it is hard to define. Barney Knight, City Attorney, said his office needs guidelines as to the interpretation of the ordinance because they are having to spend an awful lot of time on it. Mayor Cooksey said the guidelines should be worked out and adopted by resolution. East 6th Street safety issues was discussed next with a group of East 6th Street merchants. Under scrutiny were the idea of a city-wide juvenile curfew and the open container law. Minority and Women Owned Business Enterprise Procurement Ordinance was discussed next. Council agreed the ordinance needs to be looked at further before final passage. BOARD & COMMISSION APPOINTMENTS The Council, on Councilmember Shipman's motion, Councilmember Carl-Mitchell's second, approved the appointment of Mary Kelly to the Water and Wastewater Commission. (4-0 Vote, Mayor Pro Tem Trevino, Councilembers Humphrey and Rose absent at this time) ! Council Memo 2 Motion 2/3/87 The Council, on Councilmember Urdy's motion, Councilmember Shipman's second, approved the appointment of Kelly Myrick as a member of the Citizens' Committee on State Lands. (4-0 Vote, Mayor Pro Tem Trevino, Councilmembers Humphrey and Rose absent at this time.) Motion The Council, on Councilmember Urdy's motion, Councilmember Shipman's second, approved the appointment of Joel Bennett as a member of the Ethics Review Commission. (Appointment will be confirmed at a regularly called Council meeting.) (4-0 Vote, Mayor Pro Tem Trevino, Councilmembers Humphrey and Rose absent at this time.) Council did not enter into Executive Session and did not act upon any of the items listed for discussion in an executive session. Council adjourned its meeting at 6:55 p.m.
