  • Major Development & Planning

    The Council approved numerous land rezonings across the city, laid the groundwork for a downtown Third Street Parkway, and acquired significant acreage for new public parks.
  • Infrastructure & Public Services

    Substantial investments were authorized for new fire trucks, upgrades for the Govalle Wastewater Treatment Plant, and the development of an interim air freight facility at Robert Mueller Municipal Airport. Additionally, grants were approved to expand library literacy programs.
  • Environmental & Consumer Issues

    The Council expressed support for state legislation aimed at protecting the Edwards Aquifer and passed new disclosure requirements for purchasers of single-family attached residences. A hardship exemption from watershed rules was also granted for a development.
  • Transportation & Safety

    Modifications were made to speed limits on State Highway 71, and new regulations were implemented concerning taxicab permits, fees, and vehicle age requirements.

Later the following motions were made: Motion to Reconsider The Council, on Councilmember Carl-Mitchell's motion, Councilmember Rose's second, approved reconsideration of the vote. (6-0 Vote, Mayor Pro Tem Trevino absent) : i : Council Memo 10 3/26/87 Mike Blake, representing the Building Advisory Council of Texas, said they promote public safety and the Fire Code. He said they approve of Council action on converting duplexes into single family residences for possible sales. He pointed out there are some special cirecumstances related to fire safety that they feel would be beneficial to buyers of duplexes that have been converted at the point of sale. He said they would like to have time to work with the staff to have simple, direct disclosure relating to fire safety along with other considerations Council is trying to build into the ordinance. Mr. Blake said the things to consider are relevent with the none existent firewall protection. Mayor Cooksey told Mr. Blake that if he wanted to work up that type of language the Council could consider it as another amendment to the ordinance requiring that kind of notice as well. Discussion also was consideration of a separate ordinance covering this. Motion The Council, on Councilmember Rose's motion, Councilmember Urdy's second, waived the requirement for three readings and finally passed an ordinance requiring disclosure of certain information to purchasers of single-family attached residences. UTILITY LINES IN CLAY SOIL Councilmember Humphrey introduced an item to Council concerning, the placing of utility lines in clay soil by Provident Development Company. Jim Thompson, Director of Water and Wastewater, discussed the subject and said they oppose lines along easements. Stubouts should be eliminated and PVC waterpipe should be used rather than ductile iron. Councilmember Humphrey said this should be discussed further.
