TY OF AUSTIN FOUNDED 7839 Austin City Council MINUTES For June 18, 1987 9:00 Α.Μ. - SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: ニ Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Councilmember Urdy, who arrived at 3:25 p.m. DISCUSSION OF FINANCIAL PLAN FOR 1987/88. City Manager Carrasco and staff presented several documents to Council concerning the Financial Plan for 1987/88. Virginia Rutledge, Director of Budget, reviewed the update and discussed the $41,000,000.00 shortfall. Council discussed the possibility of an increase in property taxes and the investigation of other revenue sources which the City of Austin does not already have. Mayor Cooksey and Councilmember Humphrey said they will ask for a 3% salary reduction for all City employees as well as Mayor and Council. Mr. Carrasco told Council the idea behind the lists they were receiving was to give them information from which they can give him their ideas about the budget. He said in preparing the budget document he does not want to spend a lot of time on things the Council does not want reviewed. Councilmember Carl-Mitchell said there should be a reduction in administrative overhead in order to keep public safety services. He said there should be a close look at computer services throughout the City and perhaps they can be consolidated. Councilmember Carl-Mitchell said MAP is essential as well as environmental protection, but he thinks service delivery should be closely observed. Councilmember Shipman said the meals served to boards and commissions at their meeting should not be stopped but a more economical way of doing it should be investigated. Council Memo 2 6/18/87 Councilmember Shipman went on to say that if fire station closings are to be considered, "we should be aware of the cost per capita service". Mayor Cooksey asked the Councilmembers to look closely at all areas where there can be cuts and tell the City Manager which items they all agree upon. RECESS Council recessed its Special Called Meeting at 12:15 p.m. and resumed its special called meeting at 3:27 p.m. ECONOMIC DEVELOPMENT COMMISSION The Council, on Councilmember Shipman's motion, Councilmember Humphrey's second, adopted a resolution adopting the Long-Term Economic Development Strategic Plan as proposed by the Economic Development Commission. (6-0 Vote, Councilmember Humphrey out of the room) The Council, on Councilmember Humphrey's motion, Councilmember Shipman's second, adopted a resolution directing the Economic Development Commission to pursue future action items as decribed in its Strategic Plan. (6-0 Vote, Councilmember Humphrey out of the room) MUNICIPAL COURT JUDGES - EXECUTIVE SESSION Council had before them a resolution to consider the selection of Municipal Court Judges. Mayor Cooksey announced Council would go into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation, and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. RECESS Personnel Matters - Section 2, Paragraph g a. Municipal Court Judges Council recessed its meeting for executive session at 3:30 p.m. and resumed its recessed meeting at 4:43 p.m. ΑΡΡΟΙΝΤMENT OF JUDGES The Council, on Councilmember Carl-Mitchell's motion, Mayor Pro Tem Trevino's second, adopted a resolution appointing Barbara Marquardt as Associate Municipal Court Judge; and David Garza as Relief Municipal Court Judge. (7-0 Vote) ( Council Memo ITEM POSTPONED 3 6/18/87 Postponed to June 25, 1987 is consideration of approval and execution of documents pertaining to the acquisition and leasing of a building for the Water and Wastewater Department including approval of an official statement and purchase agreement. ADJOURNMENT Council adjourned its meeting at 6:03 p.m.
