Y OF A FOUNDED 1080 Austin City Council MINUTES For SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: August 04, 1987 - 3:00 Ρ.Μ. Mayor Cooksey called to order the special called meeting of the Council, noting the presence of all Councilmembers. BOARD AND COMMISSION APPOINTMENTS Council made the following motions to appoint members of various boards and commissions. Motion Councilmember Carl-Mitchell made a motion, seconded by Councilmember Humphrey to appoint Sue Johnson as a member of the Board of Adjustment. Substitute Motion Failed for Lack of Second Councilmember Shipman made a substitute motion to appoint Donna Kristaponis. There was no second. Roll Call on Main Motion 5-0 Vote, Councilmember Urdy and Mayor Pro. Tem Trevino out of the room. Motion Councilmember Humphrey made a motion, seconded by Councilmember Carl-Mitchell to appoint Eric Stein as a member of the Electric Utility Commission. Motion passed by a vote of 5-0 with Councilmember Urdy and Mayor Pro Tem Trevino out of the room. (5-0 Vote, Councilmember Urdy and Mayor Pro Tem Trevino out of the room) WORKSESSION - OPERATING AND CAPITAL BUDGET City Manager Carrasco discussed outplacement activities and said he would give Councilmembers a weekly report. Virginia Rutledge, Director of Finance, went through the make-up of the budget documents. Mayor Cooksey discussed the budget options and asked for more information concerning dental health program, computer mapping program, : ! : Council Memo 3 8/4/87 Human Resource staff development program, participation figures for Pioneer Farm, transfer liability reserve fund, and pay equity. Mayor Cooksey also wanted to know if there has been a study of the AFSCME plan. Mr. Carrasco said the plan submitted by AFSCME had estimates which were not based on any data, therefore their plan, according to Mr. Carrasco, is not accurate. Mayor Cooksey asked about early retirement plans. Ms. Rutledge discussed such plans and said they can be extremely costly, but they are studying options and will report back to Council. Council then asked City Clerk Aldridge about the budget for the Clerk's office. Jorge Carrasco discussed the City Manager's office budget; and various members of the Communications Department answered questions about their budget for the coming fiscal year.
