AUSTIN FOUNDID 1030 Austin City Council MINUTES For SPECIAL CALLED MEETING Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: August 11, 1987 3:00 Ρ.Μ. Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Councilmember Nofziger. WORKSESSION OPERATING & CAPITAL BUDGET City Manager Carrasco gave a report on Outplacement Update. He said 80 of the 106 displaced employees have been contacted and there has been very little placement activity. Two have found positions within the City and one has a job in the outside sector. Mike Cadelas, Director, Health Department, reviewed the budget for his department. Paula Phillips, Director, Housing and Community Services, discussed and answered questions concerning their budget. The Human Resource budget was reviewed by the director, Sherri Allred. CITY MANAGER REPORTS City Manager Carrasco said the Legislative Update Report listed on the agenda was not necessary. The Outplacement Update was given during the worksession. Austin Roadway Plan Amendments report will be presented during the public hearing on August 13, 1987. Mr. Carrasco did report on Letters of Credit. Mr. Barney Knight, City Attorney, stated that Council made no decisions during their Executive Sessions concerning letters of credit. The change was made administratively. Mayor Cooksey said the Council was advised of the administrative decision. J.R. Howard, Builders Association, said his organization would like to help streamline the process. He said they would like to go back to the pre-1975 procedure. Council Memo 2 ALLANDALE NEIGHBORHOOD ASSOCIATION v. ATS 8/11/87 The Council, on Councilmember Shipman's motion, Councilmember Carl-Mitchell's second, adopted a resolution regarding the Allandale Neighborhood v. ATS, as read into the record by Councilmember Shipman: (6-0 Vote, Councilmember Nofziger absent) WHEREAS, the Austin Transportation Study (ATS), the metropolitan planning organization for the Austin metropolitan area, adopted a long-term transportation plan in 1986; and WHEREAS, this plan and the process by which it was developed have been challenged in state and federal court and are being appealed; and WHEREAS, the plaintiffs that are challenging the ATS plan and process have proposed a settlement to the ATS, under which plaintiffs pending and future legal challenges to individual transportation projects may be eliminated; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN That the Austin City Council urges the parties to enter into settlement negotiations by first considering the settlement terms offered by Plaintiffs Sierra Club, Save Barton Creek Association, Allandale Neighborhood Association, Texas Association for Public Transportation and Koenig Lane Business Association. EXECUTIVE SESSION Mayor Cooksey announced Council would go into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. - 1.
