" - 1:00 Ρ.Μ. - SPECIAL MEETING Austin City Council MINUTES For September 01, 1987 Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the meeting of the Council, noting the presence of all Councilmembers. FINANCIAL PLAN DISCUSSION Mayor Cooksey asked for a discussion of the financial plan for 1987-88. He had proposed position cuts and asked for department heads to discuss any of the cuts which were in their departments. Representatives of the Electric Department, Environmental Protection, Building Inspection, General Services, Fire Department, Police Department, Health Department, Public Information, Human Resources and Communications all discussed the proposed cuts. Ron Wood, Director of Public Events, presented his department's budget proposals. Other topics talked about were fire stations, proposed salary cuts, the closing of all library branches one day a week with the exception of the main library. RECESS 1 Council recessed its meeting from 3:37 p.m. to 3:55 p.m. CITY MANAGER REPORTS Development Streamlining The City Manager Report on Development Streamlining was presented by George Aremis, Tracy Watson and Andy Martin. The following motions were made: Motion The Council, on Councilmember Shipman's motion, Mayor Pro Tem Trevino's second, accepted the City Manager : Council Memo 2 9/1/87 report interpreting House Bill 4. (6-0 Vote, Councilmember Urdy out of the room) Motion The Council, on Councilmember Shipman's motion, Mayor Pro Tem Trevino's second, adopted the schedule of Growth Management System Products with charges for copies to be at cost and copies will be placed in libraries. (6-0 Vote, Councilmember Urdy out of the room) Rodriguez Subdivision Paula Phillips presented the City Manager Report on Rodriguez Subdivision. RECESS Council recessed its meeting from 5:00 to 5:10 p.m. 1987-88 FINANCIAL PLAN MOTIONS Mayor Cooksey announced Council would make motions concerning cuts to the proposed Financial Plan. (Ben White Fire Station) Motion Councilmember Humphrey made a motion, seconded by Councilmember Carl-Mitchell to defer the Ben White Fire Station for one year for a savings of $500,000.00, as recommended by the City staff due to delays in the Highway Department improvements to Ben White. Motion passed by a vote of 7-0. (First Responder) Motion The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, released the First Responder, saving the City $40,665.00. (7-0 Vote) (Catastrophic Care Program) Motion The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, approved maintaining catastrophic care program funding at the current level and the remaining funding would be $5.6 million dollars, saving the City $168,000.00. (7-0 Vote) (Liability Reserve Fund) Motion The Council, on Councilmember Urdy's motion, Councilmember Humphrey's second, reduced the General Fund transfer to the Liability Reserve Fund by $667,000. (7-0 Vote) : Council Memo (Staff Development Program) 3 Motion 9/1/87 The Council, on Councilmember Nofziger's motion, Councilmember Shipman's second, "eliminated the Human Resource staff development program for this year for a reduction of $300,000.00."(5-2 Vote, Mayor Pro Tem Trevino and Councilmember Carl-Mitchell voted No.) (North Austin MUD No. 1) Motion The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, deferred annexation of North Austin MUD No. 1 out of this budget year for a savings of $150,000.00. (7-0 Vote) (Electric Transfer) Motion The Council, on Councilmember Carl-Mitchell's motion, Mayor Pro Tem Trevino's second, increased the electric transfer to the General Fund by $285,000.00. (7-0 Vote) (Eliminate Vacant Job Positions) Motion -WITHDRAWN (Mayor Pro Tem Trevino took the chair.) Mayor Cooksey made a motion to eliminate the following vacant job positions. Motion was seconded by Councilmember Humphrey. Director of Communications, Financial Personnel, TAPS administrative clerk, Public Service Helper (2), traffic signal technician, Public Service worker, parking meter representative, financial services buyer, General Services supervisor of electrical maintenance, General Services custodial service custodian and the rest of the items on his list checked with a check mark. When it was discovered that not every Councilmember had seen the list the motion was withdrawn. (Compensation Study Report) Motion The Council, on Councilmember Nofziger's motion, Mayor Pro Tem Trevino's second, deferred the Compensation Study report. (7-0 Vote) (Liability Reserve Fund) Motion The Council, on Councilmember Carl-Mitchell's motion, Mayor Pro Tem Trevino's second, put projected $300,000.00 telephone savings in the liability reserve fund as they are incurred and that the departmental appropriations be reduced accordingly as we find those savings. (7-0 Vote) (Liability Trust Fund) Motion The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, put projected $260,000 in office supply savings in liability trust fund. (7-0 Vote) : Council Memo (Pools & Birth & Death Cert.) 4 Motion 9/1/87 The Council on Councilmember Shipman's motion, Mayor Pro Tem Trevino's second, included $40,000 accrued by early closure of the pools and birth and death certificate projected revenues of $32,000 for a total of $72,000 added to the budget. (7-0 Vote)... (Cap. Outlay & Vehicle Purchase) Motion The Council, on Councilmember Shipman's motion, Councilmember Humphrey's second, directed the City Manager to consider a capital outlay cut of $1,000,000.00 which would involve including the capital outlay in the General Fund of $1.4 and also re-evaluating some of the vehicle purchases. (Asked for report only, not a motion for action) Friendly Amendment Councilmember Humphrey offered a friendly amendment increasing to $1,200,000.00, which was accepted. --- (Salary Reductions) Roll Call on Motion with Friendly Amendment 7-0 Vote Motion Councilmember Nofziger made a motion, seconded by Councilmember Humphrey to reduce salaries as follows: 3% reduction for City Council salaries 4% reduction $40-$60,000 range 5% reduction on salaries above $60,000 Friendly Amendment Accepted Councilmember Humphrey offered a friendly amendment to reduce salaries as follows. The friendly amendment was accepted. 4% reduction for City Councilmembers 2% reduction for $30-$50,000 range 32 reduction for $50,000 and above Figures would be adjusted for Civil Service. Motion Councilmember Carl-Mitchell made a motion, seconded by Councilmember Shipman to table the motion. Approved by 5-2 Vote, Councilmembers Humphrey and Nofziger voted No. (AustinPlan) ---------- Motion - DIED FOR LACK OF SECOND Councilmember Humphrey made a motion to take $50,000 out of the budget for the AustinPlan economic and fiscal analysis. There was no second to the motion. Council Memo 5 Motion - FAILED 9/1/87 Councilmember Humphrey made a motion, seconded by Councilmember Nofziger to take out $505,000 for the computer mapping program. Motion FAILED by a vote of 2-5 with Councilmember Shipman, Councilmember Urdy, Mayor Cooksey, Mayor Pro Tem Trevino and Councilmember Carl-Mitchell voting NO. Motion - FAILED Councilmember Humphrey made a motion, seconded by Councilmember Nofziger that department by department "we make x percentage changes in the Manager's proposed budget for a savings of $3,552,857.00". Motion : FAILED Mayor Cooksey, Mayor Pro Tem Trevino and Councilmember Carl-Mitchell voting NO. by a vote of 2-5 with Councilmember Shipman, Councilmember Urdy, Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Carl-Mitchell's second, passed through FIRST READING ONLY of an ordinance adopting the 1987-88 Financial Plan with cuts as amended.
