Austin City Council MINUTES For September 02, 1987 - Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council, noting the presence of all Councilmembers. 1987-88 FINANCIAL PLAN Council had before them for consideration the second reading of the 1987-88 Financial Plan Ordinance. A question and answer period began the meeting. RECESS Council recessed its meeting from 3:55 to 4:05 p.m. 1987-88 FINANCIAL PLAN -(Continued) (Positions Cut) Motion (Mayor Pro Tem Trevino took the chair) Mayor Cooksey made a motion that the list of positions to be vacated be adopted as presented to the Council yesterday with one exception, eliminate from the list the financial personnel position in the Communications Department for a savings of $424,612 in the General Fund and total for all funds, $870,737. Councilmember Humphrey seconded the motion, which passed by a vote of 7-0. (List on file in the City Clerk's Office) : (Capital Outlay) Motion ! Councilmember Shipman made a motion to eliminate $100,000 in capital outlay with the stipulation that the City Manager will inform Council on September 3, 1987, exactly what the items will be to comprise $100,000. Councilmember Humphrey seconded the motion, which passed by a vote of 7-0. Council Memo 10 (Library Services) 4 Motion 9/2/87 Mayor Pro Tem Trevino took the chair. Mayor Cooksey made a motion, seconded by Councilmember Shipman to restore branch libraries for a total of $299,388. Motion passed by a vote of 7-0. Motion Mayor Cooksey made a motion, seconded by Councilmember CarlMitchell to keep the Central Library open on Sunday. (7-0 Vote) Amount, $31,400.00. Motion The Council, on Mayor Cooksey's motion, Councilmember CarlMitchell's second, reduced the cut in the book budget (libraries) by 15%. (5-2 Vote, Councilmembers Nofziger and Humphrey voted No) Motion The Council, on Mayor Cooksey's motion, Councilmember CarlMitchell's second, created one telephone referral position for service in the Central Library. (6-1 Vote, Councilmember Humphrey voted No.) Motion The Council, on Mayor Cooksey's motion, Councilmember CarlMitchell's second, approved an information desk in the Central Library on the 2nd and 3rd floors. (6-1 Vote, Councilmember Humphrey voted No.) Motion The Council, on Mayor Cooksey's motion, Councilmember Carl-Mitchell' second, approved a half time position in the History Center. (6-1 Vote, Councilmember Humphrey voted No.) (Library Hours) Motion Mayor Cooksey made a motion to close each regional branch of the library one day a week, to be chosen by the library system. Councilmember Humphrey seconded the motion. Motion Amended Mayor Cooksey made a motion, seconded by Councilmember CarlMitchell to reduce the library budget by $180,944 to be applied in whatever manner to produce the most efficient library service possible to the patrons but not to close the Central Library. Council Memo (Library Hours - Cont.) 5 Friendly Amendment 9/2/87 Councilmember Shipman offered a friendly amendment that this not entail closing any library one day a week. Mayor Cooksey said he would accept the amendment if it is possible and Councilmember Carl-Mitchell accepted the friendly amendment. (The Mayor asked that staff let him know if this is possible.) Roll Call on Amended Motion with Friendly Amendment 7-0 Vote (Salary Cuts) Motion - WITHDRAWN Councilmember Nofziger made a motion, seconded by Councilmember Humphrey to reduce salaries 32 for the City Councilmembers, 4% for employees making between $40-60,000, 5% for employees making above $60,000. RECESS (Staff needed to supply more information to Council) Council recessed its meeting from 5:10 p.m. to 5:30 p.m. (Stability Pay) Motion Mayor Pro Tem Trevino made a motion, seconded by Councilmember Carl-Mitchell to restore stability pay for employees who have been with the City three years or more for an amount of $1,051,859. Substitute Motion - DIED FOR LACK OF SECOND Mayor Cooksey offered a substitute motion to restore stability Mayor Pro Tem Trevino took the chair. pay for employees who have been with the City five years or more for an amount of $933,689. There was no second to the motion. Roll Call on Motion 6-0 Vote, Councilmember Humphrey abstained -- (Car Allowance) Motion The Council, on Mayor Pro Tem Trevino's motion, Councilmember Shipman's second, reinstated car allowances in the amount of $108,120 for monthly mileage for inspectors in various departments. (7-0 Vote) Council Memo 6 9/2/87 (Reconsider Stability Pay) Motion - DIED FOR LACK OF SECOND Mayor Pro Tem Trevino took the chair. Mayor Cooksey made a motion to reconsider the motion on stability pay. (Salary Cuts) Motion died for lack of second. Motion Councilmember Nofziger made a motion, seconded by Councilmember Humphrey to reduce salaries 32 for Council, 4% between $40-50,000 and 5% above $50,000, amounting to a savings of approximately $656,500 to the General Fund. Motion Amended Councilmember Nofziger amended his motion to exclude Civil Service employees from the cuts. Roll Call on Amended Motion - FAILED 2-4-0 Vote, Mayor Pro Tem Trevino, Councilmembers Carl-Mitchell, Shipman and Urdy voted No, Mayor Cooksey abstained. --- (Second Reading of Ordinance) Motion --- The Council, on Councilmember Carl-Mitchell's motion, Councilmember Urdy's second, passed through SECOND READING ONLY an ordinance adopting the 1987-88 Financial Plan as amended, including: r a.
