YOLAUSTIN FOUNDED AS Austin City Council MINUTES For SPECIAL CALLED MEETING FOURTH FLOOR AUDITORIUM Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: - - NOVEMBER 3, 1987 CENTRAL LIBRARY - 3:00 Ρ.Μ. Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Trevino, who entered later at 4:03 p.m.; and Councilmember Urdy. WALK OF STARS CEREMONIES The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, waived the requirement for three readings and finally passed an ordinance waiving barricade fees, but not insurance, for street closure for the Walk of Stars ceremonies on 6th Street on November 6, 1987, between 5 p.m. and 6 p.m. on two lanes of traffic in the 400 Block of 6th Street. (5-0 Vote, Mayor Pro Tem Trevino and Councilmember Urdy absent) OVERLAY ORDINANCE The Council, on Councilmember Carl-Mitchell's motion, Councilmember Shipman's second, passed through third reading of the Conditional Overlay Ordinance. (5-0 Vote, Mayor Pro Tem Trevino and Councilmember Urdy absent) SOUTHERN UNION GAS CONSERVATION PLAN A worksession was held on Southern Union Gas Conservation Plan with a report given. SHORT LIST OF ARCHITECTS & FINANCIAL PLANNERS CIVIC CENTER The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, approved the following short list for architects and financial planners as follows: (They will make a presentation to Council in two weeks.) Austin Civic Center Group (The Austin Group; Black and Veatch; Thompson Ventulett Stainback & Associates) Austin Collaborative Venture (Page Southerland Page; Lawrence W. EXECUTIVE SESSION - Mayor Cooksey announced Council would enter into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of Contemplated Litigation Section 2, Paragraph e. Steiner Ranch No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. - - RECESS Council recessed for executive session at 4:30 p.m. and resumed its recessed meeting at 5:05 p.m. DISTRICT 14 ENGINEER'S PRESENTATION held. A report was given by District 14 Engineers and worksession ITEMS CONTINUED AND RE-POSTED Continued to November 5, 1987 is consideration of approval of Supplemental Amendment No. 5 to the professional services agreement between the City of Austin and Espey, Huston & Associates, Inc., related to design phase services for the South Austin Outfall Relief Main, Phase II, for the Water and Wastewater Utility. C.I.P. No. 86/23-31. The consideration of proposal amendments to West Bull Creek Wastewater Agreement regarding funding and size of wastewater interceptor will be posted as an emergency item on November 5, 1987.
