FOUNDID Austin City Council MINUTES For SPECIAL CALLED MEETING FOURTH FLOOR AUDITORIUM, CENTRAL LIBRARY - November 10, 1987 3:00 Ρ.Μ. Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: } Mayor Cooksey called to order the meeting of the Council, noting the absence of Mayor Pro Tem Trevino and Councilmember Urdy. EXECUTIVE SESSION Mayor Cooksey announced Council would go into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation, and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. RECESS Personnel Matters - Section 2, Pararagph g (a) Consider acceptance of City Manager resignation (b) Consider appointment of Acting City Manager 1 Council recessed for executive session at 3:32 p.m. and resumed its recessed meeting at 3:42 p.m. CITY MANAGER RESIGNATION The Council, on Councilmember Humphrey's motion, Councilmember Nofziger's second, adopted the following resolution: (5-0 Vote, Mayor Pro Tem Trevino and Councilmember Urdy absent) WHEREAS, City Manager Jorge Carrasco has offered his resignation, effective, Tuesday, November 10, 1987, and WHEREAS, it is necessary for the City Council to accept his resignation, Council Memo 2 11/10/87 NOW, THEREFORE be it resolved that the City Council of Austin, Texas accepts the resignation of Jorge Carrasco as City Manager, effective at the time of passage of this resolution, and expresses appreciation to Mr. Carrasco for his long service to the City of Austin, and Be it further resolved that the City Council ratifies and confirms the commitment made by the Mayor on November 6, 1987, to honor the contractual commitments of the City of Austin to Mr. Carrasco and authorized the Acting City Manager, Human Resources Department Director, Financial Services Director, the City Attorney to carry out these contractual commitments in accordance with said contracts and good personnel practice, consistent with the long-range best interest of the City of Austin, and that a report be given to the City Council on the actions taken pursuant to this resolution and the cost thereof, within one week of completion of the tasks required hereunder. APPOINTMENT OF ACTING CITY MANAGER : The Council, on Councilmember Humphrey's motion, Councilmember Nofziger's second, adopted a resolution as follows: (5-0 Vote, Mayor Pro Tem Trevino and Councilmember Urdy absent) WHEREAS, it is necessary to appoint an Acting City Manager, pending a permanent appointment to that position, BE it resolved by the City Council of Austin, Texas that: 1. John Ware be appointed Acting City Manager, pending appointment of a permanent City Manager, or until further action of the Council. 2. That the salary of the Acting City Manager be set at the Council Meeting on November 12, 1987. That the benefits to be received by the Acting City Manager be a continuation of his current benefits package. WORKSESSION Councilmember Carl-Mitchell discussed recommendation of the Policy Planning and Budget Committee concerning City Council Policy Objectives. ) Tax Increment Acting City Manger John Ware and City Attorney Barney Knight discussed the City of Austin Reinvestment Zone No. One Zone. - (continued on next page) { Council Memo 3 Motion 11/10/87 The Council, on Councilmember Shipman's motion, Councilmember Carl-Mitchell's second, directed the City Attorney to post an item dissolving the Austin Reinvestment Zone No. One Tax Increment Zone. (5-0 Vote, Councilmember Urdy and Mayor Pro Tem Trevino absent) A worksession was held and report given on Update on Waste-ToCouncil said they would hold a work session on Tuesday, Energy. November 24, 1987, concerning the waste-to-energy plant. CITY MANAGER REPORT Jim Thompson, Director of Water and Wastewater, presented a City Manager report on Update on Golf Course Irrigation Proposal for Jimmy Clay Golf Course. Mary Arnold, Planning Commission, spoke. Colonel Benson, Bergstrom Air Force Base, read a letter from Colonel Franklin, stating their agreement with the report. RELOCATION OF ROBERT MUELLER MUNICIPAL AIRPORT The Council, on Councilmember Humphrey's motion, Councilmember Carl-Mitchell's second, adopted a resolution confirming decision to relocate Robert Mueller Municipal Airport and publishing metes and bounds description thereof. (5-0 Vote, Mayor Pro Tem Trevino and Councilmember Urdy absent) WORKSESSION Worksession was held on discussion of Monthly Financial Reports Formats.
