FOUNDED .... Austin City Council MINUTES For SPECIAL CALLED MEETING FOURTH FLOOR AUDITORIUM Council Chambers, 307 West Second Street, Austin, Texas - November 24, 1987 CENTRAL LIBRARY - 10:00 Α.Μ. Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Trevino, Councilmembers Urdy and Humphrey. WORKSESSION Items discussed during the worksession were: Brackenridge Hospital and the City Jail. LICENSE AGREEMENT The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, adopted a resolution approving the following License Agreement: (4-0 Vote, Mayor Pro Tem Trevino, Councilmembers Humphrey and Urdy absent) a. To allow the encroachment of piers into the public right-of-way and poles 30 feet in height during the Christmas season on the four corners of Sixth and Congress. (Submitted by Downtown Austin Partners) WORKSESSION Council held a worksession and discussed Senate Bill 962. NORTHWEST AUSTIN MUD's 1 & 2 The Council, on Councilmember Carl-Mitchell's motion, Councilmember Nofziger's second, adopted a resolution approving the consent agreements for Northwest Austin MUD's 1 & 2. (4-0 Vote, Mayor Pro Tem Trevino, Councilmembers Urdy and Humphrey absent) LETTERS OF CREDIT REPORT A City Manager Report on Letters of Credit was presented. i Council Memo 2 11/24/87 RECESS Council recessed its meeting at 3:33 p.m. to move its meeting to the Council Chamber, where the 4:00p.m. public hearing was convened. The Mayor recessed the afternoon meeting during the public hearing in order to discuss two matters continued from the 10:00 a.m. meeting. CIVIC CENTER FINANCIAL PLANNER The Council, on Councilmember Nofziger's motion, Mayor Cooksey's second, approved Coopers & Lybrand as financial planners for the Civic Center, as recommended by Gilbane Building Company. (6-0 Vote, Councilmember Shipman abstained.) CITY MANAGER SEARCH Motion Councilmember Carl-Mitchell made a motion, seconded by Councilmember Nofziger to hire an outside search firm to locate a new City Manager for the City of Austin and to have weekly meetings to discuss the search. Substitute Motion - DIED FOR LACK OF SECOND Councilmember Shipman offered a substitute motion to use our own personnel department for the search for a new City Manager. Motion died for lack of a second. Roll Call on Motion 6-1 Vote, Councilmember Shipman voted No. ADJOURNMENT Council adjourned the meeting at the same time they adjourned the 4:00 p.m. meeting, 12:30 a.m., November 25, 1987.
