Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the special called meeting of the Council, noting the presence of all Councilmembers. WORKSESSION -PARKS & RECREATION DEPARTMENT Worksession was held on Comprehensive Assessment of Cost of Service for the Parks and Recreation Department. Motion Councilmember Shipman made a motion, seconded by Councilmember Nofziger to refer this to the Parks & Recreation Board and advisory boards and report back May 1, 1988, including recommendations concerning in-City and out-of-City residents. (6-0 Vote, Councilmember Carl-Mitchell out of the room) ITEM POSTPONED Postponed to February 4, 1988 is review of an appeal by Mr. Geoffrey Palter regarding a boat dock. WORKSESSION EMS - Council held a worksession on Comprehensive Assessment of Cost of Service for the Emergency Medical Services Department. Motion The Council, on Councilmember Shipman's motion, Councilmember Humphrey's second, referred for recommendation from Quality Assurance Team and Brackenridge Hospital Board. (7-0 Vote) GROUP HOMES The Council, on Councilmember Shipman's motion, Mayor Pro Tem Trevino's second, passed through FIRST READING of the following ordinances: (7-0 Vote) 1. Amended Chapter 13-2A by adding three new "Congregate Care Council Memo 2 2/2/88 Facility" definitions for facilities with more than 15 residents. 2. Amended 13-2A (Revised Zoning Regulations) modifying existing "Group Home" definition, adding a new definition of "Family Home" to be consistent with State Law. WORKSESSION ITEMS Council held worksessions on Blacklands Development Proposal, and Gilbane Update. 100 Congress Building Council held a worksession on 100 Congress Building Colorado Street Property. Motion The Council, on Councilmember Shipman's motion, Councilmember Urdy's second, approved the offer as recommended by staff on 100 Congress Building. (7-0 Vote) ITEM POSTPONED Postponed to February 9, 1988 is consideration of a resolution authorizing and approving distribution of an RFP for Program Management Services for the development of the new Austin Airport.
