Austin City Council MINUTES For SPECIAL CALLED MEETING March 01, 1988 FOURTH FLOOR AUDITORIUM - CENTRAL LIBRARY - 9:00 Α.Μ. Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the meeting of the Council, noting the absence of Mayor Pro Tem Trevino, who entered the meeting at 11:00 A.M., and Councilmember Urdy, who attended the afternoon session. BRACKENRIDGE HOSPITAL REPORT A City Manager report on Brackenridge Hospital Advance From The Investment Pool and Related Issues was given to Council. Elaine Hart, Finance Department, showed slides and reviewed. Tom Young, Brackenridge Hospital Administrator, reviewed the history of the. hospital's financial picture since 1971. Discussion followed by Councilmembers and staff. FIVE YEAR FINANCIAL FORECAST Mayor Cooksey introduced a resolution which he said he wanted input concerning it from staff and other members of the Council. The resolution concerned property tax rate, justification of all departments, reduction in upper and mid-level management, reduction of capital expenditures, reduction of capital expenditures for water and wastewater and electric utility, adoption of all management techniques for efficiency, no purchase of new equipment, no new jobs, analyze all current jobs and determine which can be eliminated, unless Council approves there will be no money for new social service agenies, and no new money for MAP or catastrophic programs unless Council approves. The Five Year Financial Forecast was discussed by Gary Hunt, Assistant City Manager, and Virginia Rutledge, Director of Finance. RECESS: Council recessed its meeting from 12:45 to 1:30 Ρ.Μ. AUSTIN INVESTMENT POLICY The Council, on Councilmember Carl-Mitchell's motion, Councilmember Humphrey's second, adopted a resolution approving the City of Austin Investment Policy. (7-0 Vote) LITTLE WALNUT CREEK EROSION PROBLEMS Jim Smith, Director, TAPS, presented a report regarding erosion problems on Little Walnut Creek.. ; Council Memo EXECUTIVE SESSION 2 3/1/88 Mayor Cooksey announced Council would go into executive session pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation, and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. 1.
