Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: Mayor Cooksey called to order the meeting of the Council, noting the absence of Councilmembers Shipman and Nofziger. CITIZEN COMMUNICATIONS Henry B. Mayes, John Fields, Jerry Willingham, Lyle S. Killey, Jim DeLine, Calbert Marcantel, Lucy R. Ross and Mrs. Haskel Hudson discussed Highway 290 West Right-of-Way. Not present were John Green and James A. Akridge. CHANGE ORDERS AND SUPPLEMENTAL AMENDMENTS Lilas Kinch, Assistant Director, Transportation and Public Service Department, presented a report by means of charts on Change Orders and Supplemental Amendments. Ron Bond and Rick Wilkinson also discussed these topics. CITY MANAGER REPORTS The reports on Office of Land Development Services Business Plan, and Library Department Business Plan were given on April 5, 1988. The City Manager report on Telecommunications Planning was not given. EXECUTIVE SESSION Mayor Cooksey announced Council would go into executive session, pursuant to Article 6252-17, Texas Revised Civil Statutes Annotated, to discuss matters of land acquisition, litigation, and for personnel matters. No final action, decision or vote by the City Council will be taken on any subject or matter unless specifically listed on the agenda for this meeting. 2. Growth Corridor MUD No. 1 for the provision of fire protection service by the Austin Fire Department to the MUD. μ Council Memo Public Hearing Set 6 Set a public hearing on the following: 4/7/88 a. Dedication of Slope and Drainage Easments in Oak Hill Park to allow construction of Southwest Parkway: April 21, 1988 at 6:00 p.m. BLUEBONNET PARKWAY Councilmember Carl-Mitchell introduced an item to Council to rename Highway 290 from 1-35 to Elgin, the Bluebonnet Parkway. The request will be sent to the State Highway Department and a resolution will be on the April 14, 1988 agenda for Council to consider renaming of that portion of the highway. NO ACTION No action was taken on consideration of an amendment to the Endangered Species Task Force Resolution to include two more members and to consider those appointments. EAST 11TH & 12TH STREET REVITALIZATION & PRESERVATION Council had before them for consideration a resolution to consider concept of East 11th and 12th Streets area revitalization preservation presented in the Operation Impact Working Paper and directing the City Manager to take such steps to continue to process described in Operation Impact Working Paper. Discussion concerning the area was held by Council. Councilmember Carl-Mitchell said, "My suggestion is we go ahead and adopt the remainder of the program, in terms of the district, and direct staff to contact the Guadalupe Neighborhood Association and Sister Amalia and make sure they are involved in the work in creating the neighborhood conservation combining district. I think the concern is over a controversial zoning case held a number of years ago and I know the Robinson Hill people supported that case and the Guadalupe people opposed it and I think this is a good opportunity to try to get them working together in concert on that and I think that was the intent of the report. I think if we can just drop that one section and I would like to direct staff to work with the neighborhood and business groups in the area on that issue. I would really like to move forward with the rest of the Operation Impact program..." ...... Mayor Cooksey said he agreed, "I think a neighborhood combining district is good. I don't want to be on record as favoring the boundaries of the district because I think we have included too much.....part of the Blackshear neighborhood is included in it and I want to make sure you include that you work with both the Blackshear and the Guadalupe neighborhood associations." 1 Council Memo 7 Motion 4/7/88 Councilmember Carl-Mitchell made a motion, seconded by Councilmember Humphrey to endorse the concept of the East 11th and 12th Street area revitalization preservation. Motion passed by a vote of 5-0 with Councilmember Shipman and Councilmember Nofziger absent. CAPITAL IMPROVEMENTS PROGRAM The Council, on Mayor Pro Tem Trevino's motion, Mayor Cooksey's second, adopted a resolution to approve the sale of right-of-way for the U.S. Hwy. 183 Expansion Project from the City-owned fire station on U.S. 183 at the Old Southern Pacific Railroad right-of-way east of Burnet Road. WALLER CREEK EROSION CONTROL The Council, on Councilmember Urdy's motion, Councilmember Carl-Mitchell's second, adopted a resolution to approve the following change order: (4-1-0 Vote, Councilmember Humphrey voted No, Councilmembers Shipman and Nofziger absent) LITTLE WALNUT CREEK FLOOD CONTROL The Council, on Councilmember Carl-Mitchell's motion, Councilmember Urdy's second, adopted a resolution to issue a Letter of Intent to the U.S. Corps of Engineers in support of their flood proposal for Little Walnut Creek in the reach between Peyton Gin Road and Rundberg Lane with instructions that downstream will not be disturbed. (4-0 Vote, Mayor Cooksey had left the Council Chamber, Councilmembers Shipman and Nofziger absent) PUBLIC HEARING ON APPEAL SET The Council unanimously agreed to set a public hearing on an appeal of the Planning Commission's decision regarding Case No. SP-88-0034A as requested by Mr. Stan Biderman, for April 28, 1988 at 6:30 p.m. PUBLIC HEARING - STREET VACATIONS Mayor Pro Tem Trevino opened the public hearings set for 5:45 p.m. on vacating the following: a. b.
