Austin City Council MINUTES For May 17, 1988 SPECIAL CALLED MEETING - 3:00 Ρ.Μ. FOURTH FLOOR AUDITORIUM - CENTRAL LIBRARY Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: : Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Councilmember Humphrey. WORKSESSION A worksession was held on proposal for establishing & joint City/County Housing Commission. CITY MANAGER REPORT - CDBG Paula Phillips, Director, Housing and Community Services Depart-: ment, presented the City Manager Report on Community Development Block Grant Clarification. Council made the following motion: Motion The Council on Councilmember Carl-Mitchell's motion, Councilmember Shipman's second, approved the following Community Development Block Grant distribution of money: (5-0 Vote, Mayor Pro Teń Trevino out of the room, Councilmember Humphrey absent) Split 50/50 between Standard Rehabilitation and Acquisition with 25% of the Standard Rehabilitation money targeted for Montopolis and Standard Rehabilitation is to stay in-house; Acquisition is subject to RFP with two safeguards: (1) Long range maintenance of property; (2) Screening process will be by Housing and Community Services Department. RENTAL REHAB PROGRAM APPLICATION The Council, on Councilmember Urdy's motion, Mayor Pro Tem Trevino's second, adopted a resolution authorizing submission of a Rental Rehabilitation Program Application to the United States Department of Housing and Urban Development (HUD) and accepting $561,000.00 Fiscal Year 1988 grant allocation for the City of Austin. (6-0 Vote, Councilmember Humphrey absent) Council Memo WATER QUALITY STANDARDS 2 5/17/88 The Council, on Councilmember Shipman's motion, Mayor Pro Tem Trevino's second adopted a resolution reaffirming support for the recommendations of the Governor's Select Committee on Water Quality Standards for Lake Travis and Lake Austin. (6-0 Vote, Councilmember Humphrey absent) ITEM POSTPONED Postponed to May 19, 1988 is consideration of affirming the action of Austin Housing Finance Corporation allocating $690,000.00 in Residual Value Bond Revenues for first year activities. NO ACTION ON ITEM No action was taken on a resolution to consider the Barton Creek Watershed recommendations from the Environmental Board. ITEM ALREADY PASSED A resolution to consider approval of Amendment Number Two to the contract with Alexander and Associates for additional leasing broker services was passed on May 12, 1988.
