    An ordinance was sent to the Planning Commission to amend the Energy Code, proposing minimum efficiency for fluorescent lamp ballasts in new commercial construction and requiring central heat lamps in newly built living units over 500 square feet.
  • Electric Billing Audit Delayed:

    A decision on a significant contract for an independent audit of electric billing issues was postponed to a later date.

FOUNDED 1839 Austin City Council MINUTES For May 31, 1988 CENTRAL LIBRARY Council Chambers, 307 West Second Street, Austin, Texas Memorandum To: - 3:00 Ρ.Μ. - SPECIAL CALLED MEETING - FOURTH FLOOR AUDITORIUM Mayor Cooksey called to order the special called meeting of the Council, noting the absence of Mayor Pro Tem Trevino, Councilmembers Urdy and Nofziger. CANVASSING OF VOTES The Council, on Councilmember Carl-Mitchell's motion, Councilmember Shipman's second, adopted a resolution canvassing the returns and declaring the results of the May 28, 1988 Runoff Municipal Election. (4-0 Vote, Mayor Pro Tem Trevino, Councilmembers Urdy and Nofziger absent) See resolution attached. ITEMS POSTPONED Postponed for three weeks is consideration of approval of a twelve month contract (RFP) to Radian Corporation in the amount of $105,000.00 for analytical laboratory services for the Department of Environmental Protection. Postponed to June 2, 1988 is consideration of a contract (RFP) award to Cresap, A Perrin Towers Company in the amount of $348,580.00 regarding the independent audit of electric billing issues. Sent to the Planning Commission is an ordinance amending the Energy Code to provide a minimum efficiency factor for fluorescent lamp ballasts in new commercial construction and to require central heat lamps in newly constructed living units over 500 square feet. Postponed to June 2, 1988 is consideration of cancelling the June 16, 1988 City Council Meeting. INTERNAL AUDIT BUSINESS PLAN A City Manager Report on Internal Audit Business Plan was heard. ADJOURNMENT - Council adjourned its meeting at 4:25 P.Μ. i : ! RESOLUTION A RESOLUTION by the City Council of the City of Austin, Texas, canvassing returns and declaring the result of a runoff election held in said City on the 28th day of May, 1988 WHEREAS, this governing body ordained that a runoff election be held within this city on the 28th day of May, 1988, for the purpose of electing the Mayor and one Council Member of the City of Austin; and, WHEREAS, it is hereby found and determined that said runoff election was held in accordance with the authorizing proceedings, that notice of the runoff election was duly given in the form, manner and time required by law, and that said runoff election was in all respects legally held and conducted in accordance with the laws of the State of Texas applicable thereto; and, WHEREAS, the returns of the said runoff election have been made to this governing body and said returns, duly and legally made, show the following votes were cast for the offices of Mayor and Council Member, to-wit: Votes Mayor : Lee Cooke Frank C. Cooksey 36,985 26,308 1. Council Place No. 5 1. Robert Barnstone Sam Guzman 39,921 21,511 and; 4 τ WHEREAS, it appears that Lee Cooke and Robert Barnstone have received a majority of all votes cast at said runoff election for the respective offices of Mayor and Council Member, Place No. 5; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That all of the recitals contained in the preamble of this resolution are found to be true and adopted as findings of fact by this governing body and as part of its judgment; It is further found and determined that the results of the runoff election as canvassed and tabulated in the preamble hereof reflect the expressed desires of those persons voting at said runoff election; and, BE IT FURTHER RESOLVED BY THE CITY COUNCIL: That in accordance with said return, as received and canvassed, the Council hereby accepts and approves same, and the following named persons are hereby declared duly elected and authorized to qualify for the offices indicated for three-year terms commencing June 15, 1988: Mayor Council Place No. 5 Lee Cooke Robert Barnstone ADOPTED: May 31 1988.
